Amends the Illinois Finance Authority Act. Makes a technical change in a Section concerning definitions.
Amends the Illinois Vehicle Code. Repeals Sections providing authority to municipalities and counties to use automated traffic law enforcement systems at intersections and in school or park safety zones, in which cameras are used to photograph or video record a motor vehicle's violation of a stop, yield, or speed requirement. Denies home rule powers. Makes conforming and other technical changes. Effective immediately.
Amends the General Assembly Compensation Act. Beginning July 1, 2015, provides that each member of the House of Representatives is authorized to approve an expenditure of not more than $101,000 (currently, $61,000) and each member of the Senate is authorized to approve the expenditure of not more than $113,000 (currently, $73,000) for various expenses. Allows any member in a "high need district" to approve expenditures of an additional $10,000. Defines "high need district" to include districts affected by high rates of poverty or crime.
Amends the Condominium Property Act. Provides that upon request, any person who makes payments for common expenses shall be furnished a copy of any legally binding agreements between the unit owners' association and each management company retained by the association. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning school districts with from 100,000 to 500,000 inhabitants.
Creates the Law Enforcement Agency Report of Officer Firearm Discharge Act. Provides that each law enforcement agency shall report to the Illinois Law Enforcement Training Standards Board any time a law enforcement officer discharges his or her firearm within 7 days of the officer submitting his or her report to the law enforcement agency indicating that the officer discharged his or her service firearm in the performance of the officer's official duties. Amends the Illinois Police Training Act. Provides that the Executive Director of the Illinois Law Enforcement Training Standards Board shall submit semi-annual reports to the Governor, President and Minority Leader of the Senate, and to the Speaker and Minority Leader of the House of Representatives beginning within 6 months after the effective date of the amendatory Act, indicating the number of law enforcement officers who discharged their service firearms in the performance of their official duties.
Creates the Cannabis Regulation and Taxation Act. Provides that notwithstanding any other provision of law, except as otherwise provided in the Act, the following acts are lawful and shall not be a criminal or civil offense under State law or the law of any political subdivision of this State or be a basis for seizure or forfeiture of assets under State law for persons 21 years of age or older: (1) possessing, consuming, using, displaying, purchasing, or transporting cannabis accessories; (2) possessing, growing, processing, or transporting no more than 8 cannabis plants and possession of the cannabis produced by the plants on the premises where the plants were grown; (3) transferring 30 grams or less of cannabis or up to 6 immature cannabis plants to a person who is 21 years of age or older without remuneration; and (4) assisting another person who is 21 years of age or older in any of these acts. Provides that an excise tax is imposed at the rate of 10% of the sale price of the sale or transfer of cannabis from a cannabis cultivation facility to a retail cannabis store or cannabis product manufacturing facility. Amends the Unified Code of Corrections. Creates a new regulatory offense classification of offense, which is not to be considered a criminal offense and is fine only for the amount specified in the offense or for which community service may be imposed. Changes various penalties for the possession of more than 30 grams of cannabis and for producing or possessing more than 8 cannabis sativa plants. Amends various other Acts to make conforming changes. Effective immediately.
Amends the Illinois Police Training Act. Provides that on or before January 1, 2017, the Law Enforcement Training Standards Board shall adopt rules requiring liability insurance for law enforcement officers and rules providing minimum standards for psychological evaluations for officers including, but not limited to, satisfactory psychological evaluations before serving as an officer and satisfactory psychological evaluations every 5 years. Amends the State Police Act making similar changes for State police officers. Effective immediately.
Expresses appreciation and support for the efforts to inform the public about the dangers of underage drinking through the "We Don't Serve Teens" initiative.
