Creates the Industrial Hemp Act. Provides that any person desiring to grow, process, cultivate, harvest, process, possess, sell, or purchase industrial hemp or industrial hemp related products must be licensed by the Department of Agriculture. Provides that the application for a license shall include the name and address of the applicant and the legal description of the land area to be used to grow or process industrial hemp and that the license shall be valid for a period of one year. Requires an applicant to complete a statewide and nationwide criminal background check. Provides that no person with a prior felony conviction within 10 years of applying for a license shall be eligible for licensure. Preempts home rule.

Amends the Criminal Code of 2012. Provides an exemption to the Criminal Code's prohibition on the carrying and possession of firearms for on-duty Returned Check Collectors employed by the Secretary of State provided specified conditions are met.
Amends the Illinois Highway Code. Provides that the Department of Transportation may analyze the State highway system to identify areas, such as rest stops or improved shoulders, where vehicles may safely stop for the purpose of using a cell phone or other communication device. Provides that the Department of Transportation may erect signs alerting drivers to the presence of these areas.
Amends the School Code. Makes a technical change in a Section concerning the Chicago school district.
Amends the Illinois Lottery Law. Makes a technical change in a Section concerning the short title.
Creates the Cooperative Association Act. Provides that a cooperative association may be organized for any lawful purpose. Contains provisions regarding: powers; indemnification; insurance; names; articles of incorporation; meetings; bylaws; membership; voting; directors and officers; limitations on liability; contracts; records; reports; duties of the Secretary of State and recorders of deeds; dissolution; fees; assets; division of cooperatives; admission of foreign cooperatives; and other matters. Authorizes worker cooperatives. Provides that the Act does not apply to residential cooperatives. Repeals the Co-operative Act.
Amends the School Code. Provides that a school board shall require that schools provide daily recess for all students in kindergarten through grade 5. Provides that the recess must be at least 20 minutes in length. Provides that recess shall include unstructured play and may include organized games. Provides that if the principal determines that the weather is inclement, then the principal shall direct that recess be held indoors. Provides that a school board may require that schools provide daily recess for all students in grades 6 through 8. Requires a school board to prohibit the withholding of recess as a disciplinary action. Effective July 1, 2013.
Encourages the Illinois Board of Higher Education, the Illinois Board of Higher Education Student Advisory Committee, and other student leaders, college officials, faculty, college bookstores, and publishers to discuss ways that college students may be better informed of these different textbook options and how access to them can be increased, without adversely impacting any existing textbook rental or already established access or affordability programs available to Illinois students.
Amends the Firearm Concealed Carry Act. Provides that a concealed carry licensee under the Act shall not knowingly carry a firearm on or into any building, real property, and parking area under the control of a restaurant. Defines "restaurant".
Amends the Unified Code of Corrections. Establishes criteria for the reduction of a sentence imposed for first degree murder in which the murderer was a victim of domestic abuse committed by the murdered person. Provides that if all of the criteria are met, the murderer may submit in writing a petition to the Illinois Supreme Court for reduction of the murderer's sentence to the maximum sentence available for the offense at the time of its commission that was not an extended term sentence. Amends the Code of Civil Procedure to make conforming changes.
