Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that certain taxpayers that are primarily engaged in steel product manufacturing from purchased steel may elect to claim the credit against their withholding tax liability.

Amends the Criminal Code of 2012. Provides that a person is also justified in the use of deadly force if he or she is or has been the victim of domestic violence and the effects of the domestic violence cause him or her to have a reasonable belief that the force is necessary to prevent the perpetrator of the domestic violence from causing death or great bodily harm to himself or herself or another. Defines "domestic violence". Amends the Code of Criminal Procedure of 1963. Permits a motion for sentence modification for domestic violence victims. Amends the Rights of Crime Victims and Witnesses Act to provide for notification by the office of the State's Attorney upon request of the crime victim of any request for resentencing filed by the defendant and of the date, time, and place of any hearing concerning the motion. Amends the Unified Code of Corrections. Provides that it is a mitigating factor in sentencing if at the time of the offense, the defendant was or had been the victim of domestic violence and the effect of the domestic violence tended to excuse or justify the defendant's criminal conduct.
Amends the Non-Home Rule Municipal Retailers' Occupation Tax Act in the Illinois Municipal Code. Makes a technical change in a Section authorizing the imposition of the tax.
Amends the Illinois Finance Authority Act. Makes a technical change in a Section concerning definitions.
Amends the Illinois Finance Authority Act. Makes a technical change in a Section concerning official Acts of the Authority, meetings of the Authority and the Advisory Councils, and audits by the Auditor General.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning a hotel tax imposed by municipalities of 500,000 or more population.
Creates the Open College Textbook Act. From appropriated amounts, authorizes the Board of Higher Education to award grants, on a competitive basis, to eligible entities to carry out described activities, including creating, updating, or adapting open textbooks (defined as a textbook or set of course materials in electronic format that is designed for use in a college course at an institution of higher education and that is licensed under an open license). Defines an "eligible entity" as (i) an institution of higher education in this State, (ii) a professor or group of professors at an institution of higher education in this State, or (iii) a nonprofit or for-profit organization that produces open textbooks. Requires the Board to award grants in a manner that will result in the creation of a comprehensive slate of high quality course materials for introductory courses in a variety of subject areas. Sets forth provisions concerning the duration of a grant, grant applications, requirements for grant recipients, a peer review and evaluation process, appropriations, licensing materials, and a report to the Senate's Committee on Higher Education and the House of Representatives' Committee on Higher Education. Effective immediately.
Amends the Illinois Emergency Management Agency Act. Authorizes the Illinois Emergency Management Agency to assess reasonable fees for attendance at Agency-sponsored conferences and trainings to enable the Agency to carry out the requirements of the Act. Requires moneys generated from these fees to be deposited in the Emergency Planning and Training Fund and used by the Agency, subject to appropriation, to effectuate planning and training activities. Effective immediately.
Urges the Chicago Metropolitan Agency for Planning, the Illinois Department of Transportation, Metra, the Chicago Transit Authority and the Chicago Department of Aviation to include Crossrail Chicago in its list of fiscally unconstrained projects as consistent with the GOTO2040 vision, making the projects of Crossrail Chicago eligible for federal funds.
Amends the Cycle Rider Safety Training Act. Provides that a property owner whose property is used for conducting a cycle rider safety training course is immune from civil liability for injury, death, or damage to property except where an injury is the result of the owner's willful or wanton failure to warn against a dangerous condition. Effective July 1, 2013.
