Amends the Rights of Crime Victims and Witnesses Act. Provides that if a violent crime has an impact on the community where the incident took place, the State's Attorney for that county may request any one person, association, or other group of persons to prepare a community impact statement in writing in conjunction with the State's Attorney's Office prior to the imposition of the sentence on a defendant or dispositional hearing. Allows only one community impact statement to be admitted in court for consideration at the sentencing or dispositional hearing. Provides that a community impact statement may be presented in addition to a victim impact statement. Defines "community impact statement" and "community".

Amends the Code of Civil Procedure in relation to class actions. Adds additional requirements concerning: prerequisites to the maintenance of a class action (including provisions that a class action may be certified only if: the plurality of the class members are residents of Illinois or if the plurality of the class members were physically in Illinois when the cause of action arose; and a class action is superior to other available methods for the fair and efficient adjudication of the controversy); where a class action may be brought; preliminary determinations to be made by the court; notice to the class; coupon and other noncash settlements; loss by class members under a proposed settlement; and attorney's fees.
Amends the Criminal Code of 1961. Includes the crime of identity theft and aggravated identity theft as offenses which prosecution may be commenced at any time.
Amends the The Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Feed Illinois Fund as a special fund in the State treasury. Provides that, from appropriations from the Fund, the Department of Commerce and Economic Opportunity must make grants to public or private food banks in Illinois for the purpose of making capital improvements and acquiring other non-food assets.
Amends the School Code. Changes the determination for placing a school or school district on academic early warning status or academic watch status from not meeting adequate yearly progress criteria in the same subgroup and in the same subject or in their participation rate, attendance rate, or graduation rate to not meeting adequate yearly progress criteria for the percentage meeting or exceeding standards in the same subgroup and in the same subject or in their participation rate for the same subgroup and in the same subject or in their attendance rate or graduation rate. Effective immediately.
Urges the Governor, in cooperation with the Department of Health and Family Services, to increase State funding for the LIHEAP program in order to provide assistance to more of the households in need.
Amends the State Commemorative Dates Act. Designates the month of September of each year as Ovarian Cancer Awareness Month.
Amends the Illinois Public Aid Code, the Illinois Marriage and Dissolution of Marriage Act, the Non-Support Punishment Act, and the Illinois Parentage Act of 1984. Provides that after proper notice has been served upon the non-custodial parent in an action to enforce a child support order, a hearing to show cause for the non-support shall be held within 45 days of the notice.
Amends the School Code. Provides that placing a school on academic early warning status for not meeting adequate yearly progress criteria for 2 consecutive annual calculations shall not begin until the 2006-2007 school year. For schools, removes the requirement that the adequate yearly progress criteria be specified by the State Board of Education. Provides instead that the criteria must not be met in the same subgroup and in the same subject or in the school's participation rate, attendance rate, or graduation rate in order for the school to be placed on academic early warning or watch status. Provides that a school on academic early warning or watch status that meets adequate yearly progress criteria for one annual calculation (instead of 2 consecutive annual calculations) shall be considered as having met expectations and shall be removed from any status designation. Effective immediately.
Amends the Illinois Vehicle Code. Provides that any person 61 years of age or older applying at a driver services facility for renewal of his or her driver's license shall be provided, without charge, with a brochure warning the person of the dangers of financial identity theft. Provides that the Secretary of State shall prepare these brochures in consultation with the Department of Financial and Professional Regulation. Establishes requirements for the content of the brochures. Provides that the Secretary shall adopt rules for implementing the new provision.
