EPA-COMPOSTING-RECYCLING-REUSE

Amends the Environmental Protection Act. Provides that the term "waste" does not include discarded materials that are: (i) collected for recycling; (ii) processed for recycling; or (iii) recovered for reuse (now, waste includes all discarded material). Defines "reclamation", "recycling", and "reuse" as individual terms (now, single definition for recycling, reclamation, or reuse). Amends the Solid Waste Planning and Recycling Act and the Solid Waste Management Act to make corresponding changes. Effective immediately.

SCH CD-PSYCHOLOGIST-MASTR CERT

Amends the School Code. Provides that persons who are certified school psychologists and who have successfully achieved National Board certification through the National School Psychology Certification System shall be issued a Master School Service Personnel Certificate, valid for 10 years and renewable thereafter every 10 years through compliance with requirements set forth by the State Board of Education, in consultation with the State Teacher Certification Board. Under the Illinois Teaching Excellence Program, provides for an annual payment of $3,000 to be paid to each school psychologist who successfully completes the program leading to and who receives a Master Certificate and is employed as a school psychologist by a school district. Effective immediately.

$OAKBROOK TERRACE FLOOD CONTRO

Appropriates $217,300, or so much of that amount as may be necessary, from the General Revenue Fund to the Department of Commerce and Economic Opportunity for grant payments under grant agreement No. 01-128508 to the City of Oakbrook Terrace for flood control. Effective July 1, 2005.

MARRIAGE ACT-CUSTODY DISPUTE

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that, in custody determinations, a determination by the court that domestic or family violence has occurred, as defined in Section 103 of the Illinois Domestic Violence Act of 1986, raises a rebuttable presumption that it is detrimental to the child and not in the best interest of the child to be placed in sole custody with the perpetrator of the family violence.

BD HIGHER ED-TEXTBOOK RENTALS

Amends the Board of Higher Education Act. Requires the Board to create a statewide textbook rental program for public institutions of higher education to save students a significant amount of money each semester. Provides that, under the program, the Board shall provide grants to those public institutions of higher education that choose to participate to cover start-up costs for those institutions. Provides that the institutions shall then provide students with the option to rent or purchase textbooks, which may be purchased from an inventory with a 20% to 40% discount off retail price. Effective immediately.

IDENTITY THEFT PREV ACT

Creates the Financial Institution Identity Theft Prevention Program Act. Provides that the Department of Financial and Professional Regulation shall create a Financial Institution Identity Theft Prevention Program to make grants to banks, savings and loans, savings banks, and credit unions for the purpose of training their personnel to identify and uncover identity theft. Amends the State Finance Act. Creates the Financial Institution Identity Theft Prevention Fund. Provides that the Governor shall direct the State Treasurer and Comptroller to transfer an amount equal to 25% of the amount of any transfer from specified funds to the General Revenue Fund to the Financial Institution Identity Theft Prevention Fund for the purpose of implementing the Financial Institutions Identity Theft Prevention Program Act. Effective immediately.
