Amends the State Property Control Act and the Board of Higher Education Act. Provides that, with respect to public universities, the Department of Central Management Services may require a listing of equipment items only for those items valued in excess of $1,000. Provides that each State university shall report annually to the Board of Higher Education on any tuition increases for the upcoming academic year and any cost-saving measures undertaken during the previous fiscal year. Requires the Board to include information on tuition increases and cost-saving measures in a specific report to the General Assembly. Effective immediately.
Amends the Abused and Neglected Long Term Care Facility Residents Reporting Act. Makes a technical change in a Section concerning the short title.
Creates the Senior Drivers Safety Task Force to study safety issues seniors face while driving in Illinois.
Amends the School Code. Removes language that provides that the Block Grants Article does not apply to the Chicago school district. Repeals the Block Grants for Chicago Article. Makes related changes. Effective immediately.
Amends the Limited Liability Company Act. Provides that the fee for articles of organization is $100 (instead of $750 for limited liability companies with a series and $500 for other limited liability companies). Effective immediately.
Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Legislature finds and declares that emergency medical services are essential services in the State of Illinois.
Amends the Illinois Governmental Ethics Act. Prohibits campaign contributions to the Governor from a gubernatorial appointee or the appointee's spouse or certain relatives.
Amends the Property Tax Code. Provides that, in counties with less than 3,000,000 inhabitants, if a person has been granted a senior citizens homestead exemption, that person need not reapply for the exemption (now, the county board may provide that persons who are granted the exemption need not reapply). Effective immediately.
Amends the Illinois Income Tax Act. Provides for a credit for taxpayers who, during the taxable year, install, on a building or property that is owned by the taxpayer and that is located in the State, a geothermal energy device and sets the amount of the credit at the lesser of (i) $5,000 or (ii) 50% of the actual cost of the acquisition and installation of the device. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.
