Amends the Property Tax Code. Provides that the maximum reduction under the General Homestead Exemption is $7,000, and indexes the maximum reductions in all counties to the Consumer Price Index. Effective immediately.

Amends the Public Community College Act. Provides for the election of board of trustee members by trustee district rather than at large in Community College District No. 502 (College of DuPage). Makes related changes.
Amends the Illinois Police Training Act, the Illinois Fire Protection Training Act, and the Emergency Medical Services (EMS) Systems Act. Provides that the Illinois Law Enforcement Training Standards Board, the Office of the State Fire Marshal, and the Department of Public Health shall work with a statewide organization dealing with Alzheimer's disease to develop, adopt, or otherwise approve training courses regarding the risks associated with Alzheimer's disease and appropriate Alzheimer's disease recognition and response techniques. Requires police officers, persons seeking certification in a position of firefighter 1 or 2, and emergency medical technicians to satisfactorily complete an education course in Alzheimer's disease recognition and response techniques. Effective immediately.
Amends the General Assembly Article of the Illinois Pension Code. Provides that, if a member or annuitant is indicted for or charged with a felony, then the Board shall suspend the payment to that person of any benefit provided under the General Assembly Article of the Code from the date of that indictment or charging to the date of conviction, entry of a plea of guilty, or acquittal or dismissal of charges for that offense. Provides that, if a member or annuitant is convicted of or pleads guilty to a felony, other than a felony already requiring pension forfeiture under the General Assembly Article, then none of the benefits provided as a result of participation in the General Assembly Retirement System shall be paid to that person. Provides that a member or annuitant whose benefit payments are suspended and who is subsequently acquitted of or has charges dismissed for all offenses requiring suspension of those payments is entitled to all of the suspended payments that were due him or her and all earnings attributable to those payments. Effective immediately.
Creates the House Education Funding Advisory Committee to conduct a thorough review of the existing distribution methods and expenditures of education funding and make recommendations to implement an education funding system.
Urges all of the appropriation committees of the Illinois House of Representatives to take audit findings into consideration during the budgeting process.
Amends the State Finance Act. Makes a technical change in a Section concerning required reports and accounts.
Amends the Nurse Practice Act. Ratifies and adopts the Nurse Licensure Compact. Allows for reciprocity of licensure of licensed practical nurses and registered nurses among the states. Provides for administration of the Compact by the Nursing Act Coordinator. Provides that the licensing board shall participate in a Compact Evaluation Initiative designed to evaluate the effectiveness and operability of the Compact. Provides that the Compact does not relieve employers from complying with statutorily imposed obligations. Provides that the Compact does not supersede existing State labor laws. Makes changes relating to the purposes of the Compact. Effective on January 1, 2014.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department shall develop educational materials to educate holders of opiate prescriptions about the dangers of children and teens gaining access to these medications. Provides that the materials shall include information regarding the means by which the abuse of opiate prescriptions can lead to the illegal use of heroin.
Amends the Limited Liability Company Act. Provides that the fee for expedited processing of LLC annual reports with the Secretary of State's Department of Business Services shall be eliminated for requests filed online. Effective immediately.
