Amends the Board of Higher Education Act. Requires the Board to establish an audit committee to examine any plan by a public university to increase tuition from the previous academic year by more than 10%. Provides that the committee shall consist of no less than 3 members, designated by the Chairperson of the Board, to assist in the oversight of the financial reporting and audit processes of those universities whose rate of tuition is being increased from the previous academic year by more than 10%. Provides that the committee shall assist the Board in retaining an auditor through the Office of the Auditor General to conduct audits. Sets forth additional duties of the committee. Effective immediately.
Congratulates the DuPage County Board of Health and the citizens of DuPage County on the occasion of being named one of the healthiest counties in the State of Illinois by the Robert Wood Johnson Foundation and the University of Wisconsin's Population Health Institute.
Amends the Downstate Teachers Article of the Illinois Pension Code. Provides that an annuitant receiving a retirement annuity other than a disability retirement annuity may, without impairing his or her retirement status, accept employment as a teacher for up to 120 paid days or 600 paid hours in a school year. Effective immediately.
Amends the Illinois State Auditing Act. Provides that the compliance audit may address agency management representations, assertions, and supporting evidence regarding whether the job titles and descriptions for filled management positions duplicate or overlap with titles and descriptions for other management positions. Effective immediately.
Congratulates Mary Alice D'Arcy on her retirement as President and CEO of Easter Seals DuPage and the Fox Valley Region.
Mourns the death of Lance Corporal Kevin E. Oratowski of Wheaton.
Amends the Public Utilities Act. Deletes language that provides that no construction shall commence on any new nuclear power plant to be located within the State, and no certificate of public convenience and necessity or other authorization shall be issued therefor by the Illinois Commerce Commission, until the Director of the Illinois Environmental Protection Agency finds that the United States Government, through its authorized agency, has identified and approved a demonstrable technology or means for the disposal of high level nuclear waste, or until such construction has been specifically approved by a statute enacted by the General Assembly. Deletes the definition of "high level nuclear waste". Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Appropriates $2 from the General Revenue Fund to the Board of Higher Education for its FY 10 ordinary and contingent expenses. Effective July 1, 2009.
