HEALTH SAVINGS ACCOUNTS

Creates the Health Savings Account Act and amends the Illinois Income Tax Act. Provides that, beginning in taxable year 2008, a resident of Illinois or an employer may deposit contributions, subject to certain limitations, into a health savings account. Provides that the principal contributed to and the interest earned on a health savings account and money reimbursed to an eligible individual or an employee for qualified medical expenses is exempt from the Illinois income tax. Sets forth restriction on the use of funds held in a health savings account. Provides that an eligible individual may withdraw money from his or her health savings account for any purpose, but provides that certain withdrawals are not tax exempt. Repeals the Health Savings Account Act on June 30, 2018. Effective July 1, 2007.

INC TX-HEALTH SAVINGS ACCOUNTS

Amends the Illinois Income Tax Act. Provides income tax deductions for contributions to and interest on a health savings account, established under the Medicare Prescription Drug, Improvement and Modernization Act of 2003. Effective July 1, 2007.

INC TX-DISABLED EMPLYEE CREDIT

Amends the Illinois Income Tax Act. Creates a credit for taxpayers who, for at least 27 weeks during the taxable year, employ a disabled individual. Sets forth the amount of the credit based on the average number of hours per week that the disabled individual worked. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Requires the Department of Revenue, in cooperation with the Department of Human Services, to adopt rules concerning the credit, including criteria for designating an employee as a "disabled individual". Effective immediately.

DOM VIOL-NOTIFY PET-RESP SERVD

Amends the Code of Criminal Procedure of 1963 and the Illinois Domestic Violence Act of 1986. Provides that in each Act, a circuit court clerk shall inform a person who petitions for an emergency order of protection concerning notification of the service of the emergency order of protection. Provides that the petitioner is notified that service of the emergency order was completed if the petitioner has registered a telephone number with the State's victim notification system. Provides that the law enforcement agency responsible for serving an emergency order of protection shall record the service of the order into a law enforcement database, or similar electronic record keeping system, at the time service occurs. Provides that these provisions apply only to those circuit court clerks able to access the State's victim notification system.

VIOLENT CRIME VICTIMS-CIVIL

Amends the Criminal Victims' Asset Discovery Act. Provides that the Act applies to persons convicted of violent crimes (rather than first degree murder, a Class X felony, or aggravated kidnapping). Amends the Code of Civil Procedure to make conforming changes. Provides that a victim of a violent crime (rather than first degree murder, a Class X felony, or aggravated kidnapping) shall have a cause of action against a defendant who has been convicted of a violent crime, or found not guilty by reason of insanity or guilty but mentally ill of a violent crime, to recover damages suffered by the victim of the violent crime.

SCH CD-COMPUTER ACCESS-FILTERS

Amends the School Code. Provides that a school board must require each school that maintains any of grades kindergarten through 8 that has a student-access computer to either (i) equip the computer with software that seeks to prevent minors from gaining access to explicit sexual materials or (ii) obtain Internet connectivity from an Internet service provider that provides filter services to limit access to explicit sexual materials. Amends the State Mandates Act to require implementation without reimbursement.
