Creates the MRSA Screening and Reporting Act and amends the Hospital Licensing Act. Requires every hospital to establish a methicillin-resistant Staphylococcus aureus (MRSA) control program, and sets forth items that must be included in such a program. Provides that for all hospital patients who are identified with nosocomial S. aureus bloodstream infection or asymptomatic colonization due to MRSA, the Department of Public Health shall require the annual reporting of such cases as a communicable disease or condition. Requires the Department to compile aggregate data from all hospitals for all such patients and to make such data available on its website and in all reports on health statistics and reportable communicable disease cases in Illinois. In provisions of the Hospital Licensing Act concerning the reporting of communicable reportable diseases and conditions, provides that after the effective date of this amendatory Act, such reportable diseases and conditions shall include nosocomial Staphylococcus aureus bloodstream infections and asymptomatic colonization due to MRSA.

Creates the Illinois Health Policy Authority Act. Establishes the Illinois Health Policy Authority as an advisory body on July 1, 2008. Provides for membership and organization of the Authority. Abolishes the Authority on July 1, 2014. Provides that the Authority shall develop and maintain a coordinated health policy agenda that combines effective purchasing and administration of health care with health promotion oriented public health strategies, for the purpose of improving the health of the people of Illinois by increasing the quality, efficiency, and effectiveness of health care services and public health programs. Requires annual reports to the General Assembly. Effective immediately.
Amends the Community Mental Health Act. Provides that from funds appropriated to the Department of Human Services for that purpose, the Secretary of Human Services shall establish a 2-year pilot program in 3 locations across the State to provide mental health services to veterans who do not qualify for mental health services under a federally funded or State-funded program and who do not have insurance coverage for mental health services. Provides that the Department of Human Services shall implement the program in cooperation with the Department of Veterans' Affairs. Provides that in allocating funds to community providers for veterans' mental health services, the Department of Human Services shall give preference to programs that serve special population groups and targeted geographic areas. Effective immediately.
Amends the Illinois Housing Development Act. Provides that, subject to appropriations for that purpose, the Illinois Housing Development Authority may make, purchase, or participate in mortgage loans to parents of children with disabilities to finance the purchase of residential real property. Provides that loans shall be secured as determined by the Authority and may be in a principal amount, bear interest at a rate, have other terms and conditions, and be repaid within a period as the Authority determines.
Amends the Public Health Program Beneficiary Employer Disclosure Law. Makes a technical change in a Section concerning the short title.
Amends the Illinois Lake Management Program Act. Creates the Task Force on the Conservation and Quality of the Great Lakes for the protection of the water quality and supply of the Great Lakes. Sets forth the membership, powers, and duties of the Task Force. Effective immediately.
Amends the Use Tax Act and the Retailers' Occupation Tax Act. Provides that the manufacturing and assembling machinery and equipment exemption also includes production related tangible personal property. Defines "production related tangible personal property" as all tangible personal property used or consumed by the purchaser in a manufacturing facility in which a manufacturing process takes place, including tangible personal property purchased for incorporation into real estate within a manufacturing facility and including, but not limited to, tangible personal property used or consumed in activities such as research and development, preproduction material handling, receiving, quality control, inventory control, storage, staging, and packaging for shipping and transportation purposes. Provides that "production related tangible personal property" does not include (i) tangible personal property used, within or without a manufacturing facility, in sales, purchasing, accounting, fiscal management, marketing, personnel recruitment or selection, or landscaping or (ii) tangible personal property required to be titled or registered with a department, agency, or unit of federal, state, or local government. Effective immediately.
Amends the Animal Welfare Act. Sets forth administrative fines for violating or aiding in the violation of any provision of the Act or any rule adopted under the Act by the Department of Agriculture. Effective immediately.
Amends the Illinois Income Tax Act. Creates an income tax credit of $100 for individuals who deposit $100 or more into a trust account established by a federally insured financial institution for the purpose of providing for future long-term care expenses. Provides that the same taxpayer may take this credit in only one taxable year. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.
Proclaims April 15, 2008 as Developmental Disability and Autism Family Day.
