Amends the Illinois Public Aid Code. Requires the Commission on Government Forecasting and Accountability to have an audit of the Medicaid program performed by an independent CPA. Effective immediately.

Amends the State Finance Act, the State Property Control Act, and the Community Services Act. Provides that if a State-operated mental health or developmental disabilities facility is closed and the State owns the land on which the facility is located, then the State shall obtain an appraisal of the value of the land and improvements. Provides that if the land is sold, the net proceeds from the sale shall be deposited into the Developmental Disability and Mental Health Reinvestment Fund, which is created as a special fund in the State treasury. Provides that moneys in the fund shall be used solely to provide residential and community-based support services for persons with developmental disabilities or mental health needs. Effective immediately.
Amends the Mental Health and Developmental Disabilities Code. Makes a technical change in a Section concerning mental illness. Effective immediately.
Creates the Transfer on Death Deeds Act. Contains provisions that concern: definitions; the effect of a transfer on death deed; rights of creditors; rights of the State and governmental entities; multiple grantee beneficiaries; successor grantee beneficiaries; multiple joint tenant grantors; execution by attorney-in-fact; recording requirements and authorization; deed to trustee or other entity; revocation or modification of transfer on death deed; antilapse; deceased beneficiary; words of survivorship; lapse; multiple transfer on death deeds; nonademption; unpaid proceeds of sale, condemnation, or insurance; sale by conservator or guardian; nonexoneration; disclaimer by beneficiary; effect on other conveyances; notice, consent, and delivery not required; nonrevocation by will; proof of survivorship; after-acquired property; anticipatory alienation prohibited; form of transfer on death deed; and form of instrument of revocation.
Urges Governor Quinn to make Illinois part of the Network of Care website in all areas provided by the Network of Care website.
Amends the Emergency Medical Services (EMS) Systems Act. Makes a technical change in a Section concerning the EMS Medical Directors Committee.
Amends the School Code. In provisions concerning the inspection of schools, provides that the regional superintendent shall utilize a local building inspector to verify that a school complies with the Health/Life Safety Code for Public Schools. Effective immediately.
Amends the State Finance Act concerning fiscal year limitations on expenditures with respect to certain tuition reimbursement claims, veteran's medical payments, medical and child care payments, substance abuse treatment payments, Immigration Reform and Control Fund payments, and medical payments for persons suffering various conditions, all of which now may be paid without regard to the fiscal year in which the liability was incurred. Sets dollar amount limits on what may be expended per fiscal year through October 1, 2014, after which the payments for liabilities incurred may be paid only during the 3-month period following the end of the fiscal year. Effective immediately.
Amends the Illinois Power of Attorney Act. Provides that an agent shall furnish a notarized certificate to the reliant (instead of the agent shall furnish a reliant an affidavit on demand stating that the principal is alive and the agent's powers have not been altered or terminated) which includes: the agent's duties; requirements that an agent avoid conflicts, keep records, and not commingle funds; awareness that liability may arise from a violation; and the principal is alive. Provides that a principal shall not have co-agents. Provides that a health care agency shall be witnessed by 2 people none of whom are: a medical care or other provider, or his or her relative; a parent, sibling, descendant, or any spouse of the principal or agent; or an agent or successor agent. Provides that an agent may make decisions concerning anatomical gifts and a person's remains. Provides that a power shall identify the person preparing the form. Provides that the health form must include a choice allowing the principal to have life prolonged unless permanently unconsciousness. Provides that if the power of attorney grants authority to co-agents, it shall be exercisable by majority vote, unless prompt action is required by one agent. Provides that an agent is not liable for another agent's actions unless the agent participates in or conceals a breach of fiduciary duty. Provides that these provisions do not invalidate any prior agency or any agent's act, or affect any claim that accrued before the effective date. Makes other changes.
Appropriates $1,000,000 from the General Revenue Fund to the Board of Trustees of the University of Illinois for a forensic psychiatry fellowship training program at the University of Illinois at Chicago College of Medicine. Effective July 1, 2009.
