INC TAX-HEALTH CARE DEDUCTION

Amends the Illinois Income Tax Act. Provides that for taxable years ending on or after December 31, 2010 and on or before December 30, 2015, taxpayers may subtract from adjusted gross income an amount equal to the premiums or portion of premiums paid by the taxpayer during the taxable year for any health insurance product or health benefit program in force for all or any part of the taxable year and for any health care payments to health care professionals or health care providers during the taxable year. Effective immediately.

FISH-PROHIBITIONS-ASIAN CARP

Amends the Fish and Aquatic Life Code. Makes it unlawful to propagate, buy, sell, barter, trade, transfer, or loan silver carp (Hypophthalmichthys molitrix), bighead carp (Hypophthalmichthys nobilis), and black carp (Mylopharyngodon piceus). Effective immediately.

GREAT LAKES PRESERVATION

Creates the Great Lakes Preservation and Protection Act. Requires the Environmental Protection Agency and the Illinois International Port District to submit an annual report to the General Assembly concerning ballast water in the Great Lakes. Requires the Agency and the Department of Natural Resources to offer technical assistance to the Great Ships Initiative for the purpose of accelerating the development and approval of ballast-treatment technology that is sufficient to protect the waters of the State from aquatic invasive species. Requires the Department to sample and monitor the Illinois waters of Lake Michigan for new aquatic nuisance species and report its findings annually to the General Assembly. Effective immediately.

COMM ASSOC MANAGER-CHARACTER

Amends the Community Association Manager Licensing and Disciplinary Act. Provides that in determining the moral character of an applicant for licensure, the Department of Financial and Professional Regulation may take into consideration whether the applicant has engaged in conduct or activities that would constitute grounds for discipline under this Act. Provides that conviction of crimes (now, "other than felonies") may be used in determining moral character, but shall not constitute an absolute bar to licensure. Contains a non-acceleration clause. Effective July 1, 2010.

AUDITOR GEN-FORENSIC AUDIT

Directs the Auditor General to conduct a forensic audit of all State spending, hiring, procurement, and contracts awarded and the appointment of board and commission officials and decisions made by boards and commissions or those with procurement or hiring authority during the Blagojevich administration. Provides for an oversight commission of members of the House of Representatives.

IDPH-PRESCRIPT DRUG REPOSITORY

Creates the Prescription Drug Repository Program Act. Requires the Department of Public Health to establish a prescription drug repository program, under which any person may donate a prescription drug or supplies needed to administer a prescription drug for use by an individual who meets eligibility criteria specified by the Department. Sets forth requirements that prescription drugs or supplies must meet in order to be accepted and dispensed under the program. Provides that no drugs or supplies donated under the prescription drug repository program may be resold. Provides that nothing in the Act requires that a pharmacy or pharmacist participate in the prescription drug repository program. Provides for civil and criminal immunity for drug and supply manufacturers and individuals in relation to the donation, acceptance, or dispensing of prescription drugs or supplies under the prescription drug repository program. Imposes conditions on any rulemaking authority. Amends the Pharmacy Practice Act, the Wholesale Drug Distribution Licensing Act, the Senior Pharmaceutical Assistance Act, the Illinois Food, Drug and Cosmetic Act, the Illinois Controlled Substances Act, and the Cannabis and Controlled Substances Tort Claims Act to provide that persons engaged in donating or accepting, or packaging, repackaging, or labeling, prescription drugs to the extent permitted or required under the Prescription Drug Repository Program Act are exempt from provisions of those other Acts that might prohibit or otherwise regulate such activity.

SEX OFFENDER NOTICE-EMAIL

Amends the Sex Offender Community Notification Law. Provides that the Department of State Police shall provide on its Sex Offender Information web page a form that allows a person who seeks access to sex offender information to be notified by e-mail of when a sex offender changes residence, employment, or school attendance to a location within a particular zip code or within a specified distance from an address. Provides that the Department of State Police shall provide such information by e-mail notification to a person who completes the form.
