Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to establish, within 6 months after the effective date of the amendatory Act, uniform procedures to identify, investigate, and resolve potential cases of fraud, misrepresentation, or inadequate documentation prior to determining an applicant's eligibility for medical assistance under the Code. Requires the Department to establish a computerized income eligibility verification system in order to verify eligibility, eliminate duplication of assistance, and deter fraud. Provides that prior to awarding medical assistance or continuing such assistance, the Department shall match the social security number of each applicant and recipient against unearned income information maintained by the Internal Revenue Service; employer quarterly reports of income and unemployment insurance payment information maintained by the Department of Employment Security; immigration status information maintained by the U.S. Citizenship and Immigration Services; and other State and federal informational databases. Contains provisions concerning the procedures the Department shall follow when discovering a discrepancy between an applicant's or recipient's social security number and information contained in specified databases. Contains provisions concerning reporting requirements and third-party entities contracted to review or to provide information to facilitate the review of eligibility criteria for individuals enrolled in the medical assistance program prior to the effective date of the amendatory Act. Effective immediately.

Creates the Prescription Drug Repository Program Act. Requires the Department of Public Health to establish a prescription drug repository program, under which a healthcare facility may donate a prescription drug or supplies needed to administer a prescription drug for use by an individual who meets eligibility criteria specified by the Department. Sets forth requirements that prescription drugs or supplies must meet in order to be accepted and dispensed under the program. Provides that no drugs or supplies donated under the prescription drug repository program may be resold. Provides that nothing in the Act requires that a pharmacy or pharmacist participate in the prescription drug repository program. Provides for civil and criminal immunity for drug and supply manufacturers and pharmacists in relation to the donation, acceptance, or dispensing of prescription drugs or supplies under the prescription drug repository program. Amends the Pharmacy Practice Act, the Wholesale Drug Distribution Licensing Act, the Senior Pharmaceutical Assistance Act, the Illinois Food, Drug and Cosmetic Act, the Illinois Controlled Substances Act, and the Cannabis and Controlled Substances Tort Claims Act to provide that persons engaged in donating or accepting, or packaging, repackaging, or labeling, prescription drugs to the extent permitted or required under the Prescription Drug Repository Program Act are exempt from provisions of those other Acts that might prohibit or otherwise regulate such activity.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the permanent or semi-permanent member cards issued to individuals enrolled in the medical assistance program shall include safeguards to limit the unauthorized use of the medical card by an individual other than the member to whom the card has been issued; and that these safeguards shall include, but not be limited to, the use of a matrix barcode or related technology which allows a medical provider to access data, including identifying data and the medical history of the individual named on the card. Provides that the Department of Healthcare and Family Services shall be authorized to enter into contracts with other public and private sector entities to maximize the amount of information and data available to be accessed through the use of these cards. Effective immediately.
Amends the Illinois Public Labor Relations Act. Precludes staffing levels from being considered in certain arbitration decisions involving peace officers, fire fighters, and fire department or fire district paramedic matters. Effective immediately.
Amends the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services shall file a report with the General Assembly no later than April 1, 2012 detailing the payment methodology for reimbursement of nursing facility services to be implemented under specified provisions added by Senate Bill 3088 of the 96th General Assembly (in the event that bill becomes law). Effective immediately.
Amends the Administration Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to create by rule a cap formula that provides for an annual payment cap on optional services provided under the State's medical assistance program. Provides that under the cap program, if a medical assistance recipient exceeds the yearly payment cap on an optional service provided under the State's medical assistance program, the State shall not be required to reimburse the healthcare provider for any remaining costs associated with that optional service for the remainder of that fiscal year.
Amends the Illinois Long-Term Care Partnership Program Act. Provides that subject to appropriation, the Department of Healthcare and Family Services shall implement measures to raise awareness of the Long-Term Care Partnership Program and the benefits of purchasing long-term care insurance.

Amends the Community Services Act. Provides that the Department of Human Services' report on a scheduled reduction in individuals receiving care at a State developmental disabilities facility shall be given to the General Assembly within 30 days of when a decision by the Secretary of the Department is made to decrease the population (rather than within 30 days of when a decision is made to decrease the population). Provides that the Department, at the Direction of the Governor, (rather than the Department) shall transfer funds from the facility realizing a reduction in the number of individuals served to the appropriate line item providing appropriation authority for the new venues of care, as necessary to carry out the objectives of the Governor's long-term care rebalancing efforts or to otherwise facilitate the transition of services to the new venues of care. Exempts such transfers from specified provisions of the State Finance Act. Effective immediately.
