Amends the Illinois Lottery Law. Requires the Department of the Lottery, beginning on January 1, 2015 or as soon thereafter as is practical, to offer a special instant scratch-off game with the title of "The End of Alzheimer's Begins With Me". Requires the net revenue from that game to be deposited into the Alzheimer's Awareness Fund. Authorizes the Department to adopt rules necessary to implement and administer the game. Effective immediately.

Amends the Pawnbroker Regulation Act. Makes a technical change in a Section concerning the short title.

Amends the Home Health, Home Services, and Home Nursing Agency Licensing Act. In the definitions of "home services agency" and "home nursing agency", removes language referring to such an agency that acts as a placement agency. Repeals a provision defining "placement agency".
Creates the Patient-Centered Medicaid Reform Act. Provides that the Medicaid Managed Care Program is established as a statewide, integrated managed care program for all covered services, including long-term care services. Requires the Department of Healthcare and Family Services to apply for and implement appropriate amendments to the Illinois Title XIX State Plan and waivers of applicable federal laws and regulations necessary to implement the program and that before submitting the waiver or State Plan amendment, the Department shall provide public notice and the opportunity for public comment and shall include public feedback to the U.S. Department of Health and Human Services. Provides that services provided under the Medicaid Managed Care Program shall be provided by managed care plans that are capable of coordinating or delivering all covered services to enrollees. Requires the Department to select managed care plans to participate in the Medicaid Managed Care Program using invitations to negotiate. Contains provisions concerning the quality factor the Department must consider when selecting manage care plans; plan accountability; managed care payments; enrollment, choice counseling, and opt-out standards; mandatory, exempt, and voluntary populations standards; services covered by the managed plans; the implementation of a Medicaid Long-Term Care Managed Care Program; eligibility criteria for the Medicaid Long-Term Care Managed Care Program; and other matters. Effective immediately.
Creates the Grant Accountability and Transparency Act. Provides that the purpose of the Act is to establish uniform administrative requirements, cost principles, and audit requirements for State and federal pass-through awards to non-federal entities. Provides that, on or before July 1, 2015, the Governor's Office of Management and Budget shall by rule adopt the federal Uniform Guidance regarding federal grant awards. Provides for the following: (1) the adoption of federal rules applicable to grants; (2) conflicts of interest; (3) mandatory disclosures; (4) supplemental rules; (5) applicability of the Act; (6) State grant-making agency responsibilities; (7) responsibilities of the centralized grants management unit; (8) audit requirements; (9) State agency implementation; (10) exceptions to the Act; and (11) an annual report. Repeals the Act 5 years after the effective date of the Act. Provides that on and after July 1, 2015, in the event of a conflict between the Grant Funds Recovery Act and the provisions of the Act, the Act shall prevail. Makes a corresponding change in the Grant Funds Recovery Act. Further amends the Grant Funds Recovery Act and extends the date of repeal for the Illinois Single Audit Commission to December 31, 2014 (now April 1, 2014). Amends the Illinois Administrative Procedure Act. Provides that the Governor's Office of Management and Budget may adopt emergency rules to implement the provisions of the Grant Accountability and Transparency Act. Amends the Governor's Office of Management and Budget Act. Provides for the creation of the centralized grants management unit within the Office and requires the Office to adopt rules under the Grant Accountability and Transparency Act. Effective immediately.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning payment under the Medicaid program for obligations incurred but not paid for at the time of a recipient's death.

Amends the Illinois Public Aid Code. In a provision concerning the Department of Healthcare and Family Services' Medicaid integrated eligibility system, provides that until the system is operational the Department shall (rather than may) enter into a contract with the vendor selected as necessary to obtain certain electronic data matching. Effective immediately.
Amends the Illinois Controlled Substances Act and the Unified Code of Corrections. Provides that the penalties for the knowing manufacture or delivery, possession with intent to manufacture or deliver, or possession of desomorphine are the same as the penalties for the knowing manufacture or delivery, possession with intent to manufacture or deliver, or possession of heroin (rather than a non-enhanced Class X felony for manufacture or delivery or possession with intent to manufacture or deliver 200 grams or more, a Class 1 felony for manufacture or delivery or possession with intent to manufacture or deliver not less than 50 grams but under 200 grams, and a Class 2 felony for the manufacture or delivery or possession with intent to manufacture or deliver less than 50 grams; a non-enhanced Class 1 felony for possession of 200 grams or more and a Class 4 felony for possession of less than 200 grams). Provides that the immunity from criminal prosecution of a person who, in good faith, seeks or obtains emergency medical assistance for someone experiencing an overdose or a person who is experiencing an overdose applies to the possession of less than 3 grams of a substance containing desomorphine. Amends the Drug Dealer Liability Act. Includes "desomorphine" in the definition of "specified illegal drug". Effective immediately.
