DEA - KROKODIL INVESTIGATION

Urges the Drug Enforcement Administration to recognize the use of desomorphine or "krokodil" as an immediate threat and to investigate cases of the drug in Illinois to prevent its spread and to safeguard the wellbeing of Illinois residents.

DCFS-ABUSE RPTS-DISABLED KIDS

Amends the Abused and Neglected Child Reporting Act. Provides that when a report involves a child with a developmental or cognitive disability or with a physical disability that impacts the child's ability to communicate, the Department of Children and Family Services' investigation team shall include a licensed clinical social worker and a speech language pathologist who have experience, either in a clinical setting or as a therapist in an educational setting, in working with the child's specific disability to help assess the information received from the child. Provides that these persons shall be directly involved in preparing for the investigation by building awareness of the child's communication needs, including the use of assistive technology, and reading abilities, assessing whether a reduced number of or shortened interviews are warranted, and determining the appropriate environment for interviewing the child. Provides that if a forensic interview is to be conducted, the Department shall ensure that the interviewer is trained to interview individuals with disabilities or is accompanied by the Department's licensed clinical social worker and speech language pathologist. Provides that the Department shall ensure that the interviewer has access to individualized information about the child's disability from personal records, family members or care providers, and others with relevant information prior to meeting the child. Effective immediately.

MEDICAID INTEGRATED ELIGIBILTY

Amends the Illinois Public Aid Code. In a provision concerning the Department of Healthcare and Family Services' Medicaid integrated eligibility system, provides that until the system is operational the Department shall (rather than may) enter into a contract with the vendor selected as necessary to obtain certain electronic data matching. Effective immediately.

PROP TX-SOCIAL SECURITY INCOME

Amends the Property Tax Code. Provides that, if a taxpayer must have an income that is at or below a certain amount in order to qualify for an exemption, then, for the purposes of that exemption, the term "income" does not include Social Security benefits unless expressly stated otherwise. Effective immediately.

NAVIGATOR CERT-COUNSELORS

Amends the Navigator Certification Act to provide that the education and certification requirements for certified application counselors shall be substantially similar to the certification requirements for navigators under the Act.

PROP CONTROL-CORRECTIONS

Amends the State Property Control Act. Provides that, if the administrator sells any State correctional facility to the United States government, the contract effectuating that sale shall include a specific provision that the facility shall not, under any circumstances, be used for the detention or confinement of persons who are subject to the Military Commissions Act of 2009. Effective immediately.

DPH-GOOD SAMARITAN-OVERDOSE

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department shall develop and implement a public education program to educate the public about the provisions of the Illinois Controlled Substances Act granting limited immunity from prosecution for drug overdose victims or persons seeking help for drug overdose victims if the only evidence for the possession charge was obtained as a result of the person seeking or obtaining emergency medical assistance.
