Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the short title.

Amends the Code of Criminal Procedure of 1963. Allows a search warrant upon written complaint to be issued by use of electronic mail in addition to by facsimile transmission machine. Effective immediately.
Creates the Income Tax Referendum Act. Requires the State Board of Elections to cause a statewide advisory public question to be submitted to the voters at the November 4, 2014 general election asking whether the individual income tax rate should be permanently increased to 5%. Provides that if the provision of the Act conflicts with any other law, the Act controls. Repeals the Act on January 1, 2015. Effective immediately.
Amends the Counties Code. Provides that in every case in which a coroner determines that a drug overdose is a contributing factor in death, the coroner shall report the death to the Department of Public Health.
Amends the Downstate Forest Preserve District Act. Provides that no new commissioners in DuPage County shall be elected on or after the effective date of the amendatory Act. Further provides that all commissioners elected and serving their terms prior to the effective date of the amendatory Act shall continue to constitute the board of commissioners until the general election held in 2016. Provides that following the general election held in 2016, the county board of commissioners shall constitute the board of commissioners for a forest preserve district in DuPage County and the president of the county board shall serve as president of the forest preserve district board. Provides that the president and forest preserve commissioners shall serve without compensation. Effective immediately.
Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that for the fiscal year beginning July 1, 2013, and for each fiscal year thereafter, all appropriations for the Office of the Lieutenant Governor shall be included as a part of the budget for the Office of the Governor. Effective immediately.
Creates the County Impact Incarceration Abolition Act. Abolishes the county impact incarceration program. Provides that on and after the effective date of the Act, a court may not sentence a defendant to a county impact incarceration program; nor may a county board that has not approved the operation of a county impact incarceration program authorize the sheriff to operate that program. Provides that a person sentenced to a county impact incarceration program before the effective date of the Act shall continue to serve in the program until his or her successful completion of the program or his or her removal from the program. Amends the Counties Code, the Criminal Code of 2012, the Unified Code of Corrections, and the County Jail Good Behavior Allowance Act to make conforming changes.
Amends the Rights of Crime Victims and Witnesses Act. Requires the Prisoner Review Board to develop and prepare a victim notification request form that a victim may use to provide the Board with the written request for notice under this Act. Requires the Prisoner Review Board to make the victim notification request form available to each State's Attorney. Requires the State's Attorney after sentencing of the defendant to provide the crime victim with the victim notification request form that the victim may use to: (1) request the Prisoner Review Board to notify the crime victim of the release or transfer of the defendant; or (2) request not to receive notifications from the Prisoner Review Board concerning the defendant.
Amends the Criminal Code of 2012. Deletes provision that any violation of the Illinois Street Gang and Racketeer Influenced and Corrupt Organizations Law is subject to the remedies, procedures, and forfeiture as set forth in the statute concerning money laundering. Provides that the United States, another state, or this State, or any political subdivision, department, agency, or instrumentality of the United States, another state, or this State, or any person subject to a substantially equal involvement defense or the person's estate, injured in his or her person, business, or property by a violation, directly or indirectly, of the Illinois Street Gang and Racketeer Influenced and Corrupt Organizations Law may sue in any appropriate court and shall recover threefold any damages sustained and the costs of the suit, including a reasonable attorney's fee at the trial and appellate level, and any equitable remedy justice requires, including injunctions, declaratory judgments, divestiture, accounting, or disgorgement. Provides that the court shall order civil or criminal forfeiture of property derived or maintained from a violation of this Law. Provides that the Illinois Street Gang and Racketeer Influenced and Corrupt Organizations Law is repealed on June 11, 2022 (rather than June 11, 2017).
Amends the Division of Banking Act. Authorizes the Secretary of Financial and Professional Regulation to establish a Commercial Bank Regulatory Section and a Savings Bank Regulatory Section within the Division. Amends the State Finance Act. Changes the name of the Savings and Residential Finance Regulatory Fund to the Residential Finance Regulatory Fund. Provides for expenditures from the Savings Institution Regulatory Fund and the Residential Finance Regulatory Fund related to the disposition of unclaimed property. Amends the Savings Bank Act. Provides that the Secretary may charter mutual and stock holding companies in connection with a mutual savings bank reorganization. Establishes the effect of the repeal of the Illinois Savings and Loan Act of 1985, including the regulation of entities formerly under the Illinois Savings and Loan Act as savings banks under the Savings Bank Act. Changes references from "member or shareholder" to "customer". Changes references from "Commissioner" to "Secretary". Makes changes to provisions concerning articles of incorporation, proxies, directors, access to books and records, regulations, investment in loans, loans to one borrower, mergers, conversion of an existing depository institution to a savings bank, powers of the Secretary, regulatory fees, and disclosure of reports of examinations and confidential supervisory information. Repeals the Illinois Savings and Loan Act of 1985. Makes other changes. Effective immediately.
