Amends the Transmitters of Money Act. Deletes provision that a person who engages in conduct requiring a license under the Act and fails to obtain a license from the Director is guilty of a Class 3 felony. Amends the Criminal Code of 2012. In the statute concerning money laundering, provides that the laundering of property of a value exceeding $1,000,000 is a Class X felony. Creates the offense of engaging in monetary transactions in criminally derived property and the offense of unlawful money transmitting business. Defines offenses and establishes penalties. Amends the Code of Criminal Procedure of 1963. Provides that 2 or more acts or transactions involving money laundering, engaging in monetary transactions in criminally derived property, unlawful money transmitting business, online sale of stolen property, online theft by deception, electronic fencing, or workers' compensation fraud, may be charged as a single offense in a single count of the same indictment, information, or complaint, if the acts or transactions by one or more defendants are in furtherance of a single intention and design or if the property, labor, or services obtained are of the same person or are of several persons having a common interest in the property, labor, or services. Amends the Unified Code of Corrections to make conforming changes.

Amends the Unified Code of Corrections concerning the sentence for first degree murder. Provides that if the defendant had not attained the age of 18 at the time of the commission of the murder, but is found guilty of first degree murder and certain aggravating factors are present, the court shall sentence the defendant to a term of imprisonment of not less than 60 years and not more than 100 years, or to a term of natural life imprisonment. Eliminates provision that requires the court to sentence a defendant to a term of natural life imprisonment if the defendant is a person who, at the time of the commission of the murder, had attained the age of 17 or more and is found guilty of murdering an individual under 12 years of age. Eliminates provision that requires the court to sentence a defendant to a term of natural life imprisonment if the defendant is a person who, at the time of the commission of the murder, had not attained the age of 17, and is found guilty of murdering a person under 12 years of age and the murder is committed during the course of aggravated criminal sexual assault, criminal sexual assault, or aggravated kidnaping. Provides that if and only if the Illinois Supreme Court determines the sentencing requirements set forth by the United States Supreme Court in Miller v. Alabama are to be applied retroactively, then the Prisoner Review Board may conduct a hearing on any prisoner serving a sentence of natural life imprisonment if the prisoner was under 18 years of age at the time of the commission of the offense. Provides that if the Prisoner Review Board, by a majority vote of the full Board, determines that the sentencing requirements of Miller v. Alabama apply to the prisoner, the Board shall consider specified factors in recommending to the Governor, in exercise of his or her powers under Section 12 of Article V of the Illinois Constitution to grant commutations, after conviction, for all offenses on such terms as he or she thinks proper, the time to be served by the prisoner that the Board deems appropriate. Provides that the Governor may delegate his or her authority to commute the sentence of a prisoner to whom Miller v. Alabama applies to the Prisoner Review Board on any terms as he or she thinks proper. Effective immediately.
Amends the Fire Protection District Act. Provides that upon the effective date of this amendatory Act, the township board of trustees shall constitute the board of commissioners of a fire protection district if: that district is governed by a 3-member board appointed by the township board in a county with a population greater than 900,000 and less than 1,000,000; and that district serves residents in unincorporated areas of a township and contracts for those fire protection services with surrounding fire departments. Provides that the members of the township board of trustees shall not receive compensation for their service as the board of the fire protection district. Further provides that fire protection district commissioners appointed prior to the effective date of this amendatory Act shall constitute the board of the fire protection district until the expiration of the term of office of the most recently appointed board member. Effective immediately.
Amends the Criminal Code of 2012. Provides that a prosecution for the offense of unauthorized video recording may be commenced within one year after the discovery of the offense by the victim of that offense.
Amends the Criminal Code of 2012 relating to first degree murder. Adds and eliminates aggravating factors for which the death penalty may be imposed. Amends the Code of Criminal Procedure of 1963. Eliminates provision that abolishes the sentence of death. Enacts the Capital Crimes Litigation Act of 2013. Provides that all unobligated and unexpended moneys remaining in the Death Penalty Abolition Fund on the effective date of the amendatory Act shall be transferred into the Capital Litigation Trust Fund. Amends the State Appellate Defender Act. Provides that in cases in which a death sentence is an authorized disposition, the State Appellate Defender shall provide trial counsel with legal assistance and the assistance of expert witnesses, investigators, and mitigation specialists from funds appropriated to the State Appellate Defender specifically for that purpose by the General Assembly. Provides that the Office of State Appellate Defender shall not be appointed to serve as trial counsel in capital cases.
Amends the Illinois Vehicle Code. Makes persons subject to chemical or blood tests for the ingestion, consumption, or use of drugs liable for the cost of employing a medical professional to perform the test up to a maximum of $500 if the person is (1) found guilty of driving under the influence of alcohol or other drugs or a similar local ordinance, or (2) pleads guilty to or stipulates to facts supporting a conviction for reckless driving or aggravated reckless driving or a similar local ordinance when the person was originally charged with driving under the influence of alcohol or other drugs or a similar local ordinance. Allows reimbursement even if the person does not consent to the blood draw.
Creates the Patient Transitions and Continuity of Care Act. Provides that whenever a patient is transferred from a hospital, nursing home, or assisted living facility the transferring hospital, nursing home, or assisted living facility, shall provide the receiving hospital, nursing home, or assisted living facility with a form that lists certain specified information about the patient. Provides that the Illinois Department of Public Health shall develop and publish the form that is to be used by the transferring hospital, nursing home, or assisted living facility. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice to disclose any part of the cardholder's name on a credit card or debit card receipt.
Amends the Unified Code of Corrections. Provides that the court shall sentence the defendant to a term of natural life imprisonment if the defendant is a person who, at the time of the commission of the murder, had attained the age of 18 or more and is found guilty of murdering an individual under 12 years of age. Declares legislative intent to re-enact and modify the provision to comply with U.S. Supreme Court and Illinois Supreme Court decisions.
Amends the Illinois Lottery Law. Authorizes the Department to create a special raffle to benefit the Illinois Veterans Assistance Fund. Defines "raffle" as a game of chance in which a limited number of tickets are sold in numeric order, each having a chance of winning a prize, and the winner or winners are determined after the conclusion of ticket sales by a computerized random number generator at a time to be referred to as the raffle drawing date. Sets forth guidelines for conducting the special raffle. Amends the Raffles Act and the Criminal Code of 2012 to make conforming changes. Effective immediately.
