Amends the Criminal Code of 1961. Adds the Gang Influenced and Criminal Organizations Law (GICO) as a new Article of the Code. Provides that it is unlawful for any person: (1) who is employed by or associated with any enterprise, knowingly to conduct or participate, directly or indirectly, in such enterprise's affairs through either a pattern of predicate activity or the collection of unlawful debt; or (2) knowingly to acquire or maintain, directly or indirectly, through either a pattern of predicate activity or the collection of unlawful debt, any interest in, or control of, to any degree, any enterprise, real property, or personal property of any character, including money. Defines "pattern of predicate activity". Provides criminal penalties and for seizure and forfeiture of property derived from the pattern of predicate activity. Amends the Code of Criminal Procedure of 1963. Authorizes the court to issue an order authorizing the interception of a private communication when no party has consented to the interception and the interception may provide evidence of, or may assist in the apprehension of a person who has committed, is committing or is about to commit predicate activity under GICO. Amends the Statewide Grand Jury Act. Permits the convening of a Statewide Grand Jury to investigate and return indictments for violations of the Gang Influenced and Criminal Organizations Law.

Amends the Juvenile Court Act of 1987. Makes a technical change in a Section concerning preliminary orders for an examination of an alleged abused or neglected child.
Amends the Property Tax Code. Provides that, for the purposes of the definition of 33 1/3%, the fair cash value of property is determined by the lesser of: (1) the Department of Revenue's sales ratio studies for the 3 most recent years preceding the assessment year; or (2) the valuation of the property in the prior year (under the current law, the fair cash value is based on the sales ratio studies).
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning a committed person's grievances.
Amends the Public Community College Act. Resections a Section concerning boards of trustees. Provides for the election of board of trustee members by trustee district rather than at large in Community College District No. 502 (College of DuPage), with a 4-year (instead of a 6-year) term. Makes related changes.
Amends the Illinois Vehicle Code. Adds the following Chapters to the list of portions of the Code governed by the Section concerning the disposition of fines and forfeitures: Certificates of Title and Registration of Vehicles; Anti-Theft Laws and Abandoned Vehicles; Dealers, Transporters, Wreckers and Rebuilders; the Illinois Driver Licensing Law; the Illinois Safety and Family Financial Responsibility Law; Motor Vehicles Used for Transportation of Passengers; Owners of For Rent Vehicles For-Hire; Civil Liability; the Illinois Highway Safety Law; the Illinois Commercial Relocation of Trespassing Vehicles Law; Motor Carrier Safety Regulations; and the Illinois Commercial Transportation Law.
Amends the Unified Code of Corrections. Provides that the offense of knowingly manufacturing or delivering heroin, or possessing heroin with intent to manufacture or deliver, is not eligible for probation, conditional discharge, or periodic imprisonment if the amount of the heroin is 3 (rather than over 5) grams or more.
Amends the Criminal Code of 1961. Provides that the offense of obstructing justice also includes destroying, altering, concealing, disguising, or otherwise tampering with samples collected for DNA fingerprinting analysis. Provides that the offense is a Class 3 felony. Amends the Code of Criminal Procedure of 1963 and the Unified Code of Corrections. Provides that every person arrested for committing a felony or a Class A misdemeanor shall have a sample of his or her saliva or tissue taken for DNA fingerprinting analysis, at the time of booking, for the purpose of determining identity and for certain other specified purposes. Provides that subject to appropriation, the Department of State Police shall implement this provision. Provides that this provision becomes operative no later than the earlier of the following: (1) the date on which the Department of State Police informs law enforcement agencies that the Department is ready to collect samples; or (2) January 1, 2013. Provides that in the amendatory changes to the Unified Code of Corrections, intentionally using genetic marker grouping analysis information derived from a DNA sample beyond authorized uses is a Class 3 rather than a Class 4 felony. Provides that the identification, detention, arrest, or conviction of a person based upon a database match or database information is not invalidated if it is later determined that the sample should not have been obtained or placed in the database. Effective immediately.
Amends the Administration Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to submit an annual report to the General Assembly by January 1 of each year that details the dollar amount difference between (i) the total amount of State funds paid for claims under the State's medical assistance program for the preceding fiscal year and (ii) the federal upper payment limit established by the Centers for Medicare and Medicaid Services for claims paid during the current fiscal year.
