Amends the Unified Code of Corrections. Defines "meritorious service" in regards to the Director of Corrections' authority to award additional good conduct credit for meritorious service in specific instances. Effective immediately.

Amends the Illinois Marriage and Dissolution of Marriage Act. Makes a technical change in a Section concerning the commencement of an action for a declaration of invalidity of marriage.
Amends the Criminal Code of 1961. Adds the Gang Influenced and Criminal Organizations Law (GICO) as a new Article of the Code. Provides that it is unlawful for any person: (1) who is employed by or associated with any enterprise, knowingly to conduct or participate, directly or indirectly, in the enterprise's affairs through either a pattern of predicate activity or the collection of unlawful debt; or (2) knowingly to acquire or maintain, directly or indirectly, through either a pattern of predicate activity or the collection of unlawful debt, any interest in, or control of, to any degree, any enterprise, real property, or personal property of any character, including money. Defines "pattern of predicate activity". Provides criminal penalties and for seizure and forfeiture of property derived from the pattern of predicate activity. Amends the Code of Criminal Procedure of 1963. Authorizes the court to issue an order authorizing the interception of a private communication when no party has consented to the interception and the interception may provide evidence of, or may assist in the apprehension of a person who has committed, is committing or is about to commit predicate activity under GICO. Amends the Statewide Grand Jury Act. Permits the convening of a Statewide Grand Jury to investigate and return indictments for violations of the Gang Influenced and Criminal Organizations Law. Effective immediately.
Amends the State Finance Act, if and only if the provisions of Senate Bill 3539 of the 96th General Assembly become law. Repeals a provision creating the Death Penalty Abolition Fund. Amends the Criminal Code of 1961, if and only if the provisions of Senate Bill 3539 of the 96th General Assembly become law. Limits the number of aggravating factors in which the death penalty may be imposed for first degree murder. Amends the Code of Criminal Procedure of 1963, if and only if the provisions of Senate Bill 3539 of the 96th General Assembly become law. Repeals provision abolishing the death penalty.
Amends the Unified Code of Corrections clarifying date ambiguities and moving a clause regarding reduction of parole or mandatory supervised release upon passing the GED to another Section in the Code. Also provides that if the subject is in compliance with the terms and conditions of his or her parole or mandatory supervised release, the Prisoner Review Board may reduce the period of a parolee or releasee's parole or mandatory supervised release by 90 days upon the parolee or releasee receiving a high school diploma during the period of his or her parole or mandatory supervised release.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning bail bond.
Amends the Freedom of Information Act. Exempts the following types of information from the copying and inspection requirements of the Act: the names of applicants and participants in forest preserve district educational, recreational, or volunteer programs; the names of financial donors to a forest preserve district; the names of holders of special use or other permits issued by a forest preserve district; and the names of subscribers to any magazine, newsletter, periodical, or other publication of a forest preserve district. Provides, however, that the names of individuals (i) who are employed by or have a contract with the forest preserve district or (ii) who have any other financial arrangement with or interest in the forest preserve district are not exempt from copying and inspection. Effective immediately.
Amends the Criminal Code of 1961 relating to first degree murder. Adds and eliminates aggravating factors for which the death penalty may be imposed.
