Appropriates $25,000,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for all costs and expenses associated with the Employer Training Investment Program (ETIP). Effective July 1, 2009.

Amends the Illinois Insurance Code. In the Section concerning post-mastectomy care, requires insurance companies to provide coverage for (1) a minimum of 24 hours of inpatient care following a lymph node dissection for the treatment of breast cancer or (2) a minimum of 48 hours of inpatient care following a mastectomy or breast conserving surgery for the treatment of breast cancer. Prohibits insurance companies from giving incentives or penalties to physicians or providers. Provides that insurance companies must provide notice of the required coverage to each participant and beneficiary. Makes other changes.
Amends the Illinois Insurance Code. Makes technical changes in a Section concerning the short title.
Amends the School Code. Requires each school board to itemize all compensation benefits for district superintendents and report this information to the State Board of Education, which shall make this information available to the public.
Amends the Lobbyist Registration Act. Provides that a person required to register under the Act is ineligible to hold an elective State or local office. Provides that the holder of an elective State or local office may not engage in activities that would require registration under the Act.
Amends the Sex Offender Community Notification Law. Provides that each municipality that maintains a website that is publicly accessible on the Internet shall display the photograph and address of each sex offender in the Department of State Police Statewide Sex Offender Database who resides within the municipality. Provides that each municipality shall provide a link on its home web page to that information.
Creates the Clean Energy Technology Business Promotion Act. Provides that the incremental income tax attributable to a employees of an individual, partnership, corporation, or other entity that (i) derives at least 75% of its business activity during the taxable year directly from clean energy technology, and (ii) employs between 10 and 99 full-time employees shall be deposited into the Intermodal Facilities Promotion Fund. Provides that moneys in the Fund shall be used by the Department of Commerce and Economic Opportunity to make grants to the eligible employers. Sets limits on the grant amounts. Effective immediately.
Amends the Illinois Income Tax Act. Creates a deduction for individual taxpayers in an amount equal to the amount included in the taxpayer's adjusted gross income as a result of a voluntary distribution taken from a 401(k) plan to the extent that those amounts are used to pay tuition costs at an institution of higher education on behalf of the taxpayer's child. Exempts the deduction from the Act's automatic sunset provision.
Amends the Metropolitan Transit Authority Act. Makes a technical change in a Section concerning the short title.
Congratulates Dr. Daisaku Ikeda, president of the Soka Gakkai International, on the occasion of his 82nd birthday and designates January 2, 2010 as "Daisaku Ikeda Day" in the State of Illinois for his efforts to promote peace.
