Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that a hospital which includes a facility devoted exclusively to caring for children shall be considered a children's hospital to the degree that the hospital's Medicaid care is provided to children if either (i) the facility devoted exclusively to caring for children is separately licensed as a hospital by a municipality prior to February 28, 2013 (rather than prior to September 30, 1998) or (ii) as otherwise specified. Effective immediately.

Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue Cold War license plates to Illinois residents that served in the United States Armed Forces between August 15, 1945 and January 1, 1992.

Creates the Interactive Digital Media Tax Credit Act. Entitles interactive digital media companies that meet certain requirements to an income tax credit based on the amount of the Illinois labor expenditure and Illinois production spending approved by the Department of Commerce and Economic Opportunity for the production. Authorizes taxpayers to take the credit beginning in the taxable year in which the company has met the investment requirement. Provides for the transfer of credits. Requires the Department to submit a report concerning the program to the General Assembly no later than July 1, 2018. Provides that the Act is repealed on July 1, 2019. Amends the Illinois Income Tax Act to make conforming changes. Effective immediately.

Amends the School Code. Provides that a school district must spend at least 65% of its total operating expenditures on direct classroom expenditures, and if a school district's direct classroom expenditures for the 2013-2014 school year are less than 65% of its total operating expenditures, then the district must increase its direct classroom expenditures by at least 2 percentage points per school year beginning with the 2014-2015 school year until at least 65% of the district's total operating expenditures are spent on direct classroom expenditures. Provides that a school district that is unable to meet these expenditure standards due to special circumstances may apply to the State Superintendent of Education for a one-year, renewable waiver. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Lobbyist Registration Act. Provides that a person required to register under the Act is ineligible to hold an elective State or local office. Provides that the holder of an elective State or local office may not engage in activities that would require registration under the Act.

Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.

Amends the State Officials and Employees Ethics Act. Provides that if an Executive Inspector General determines that conduct at issue in a summary report resulted in the loss of public funds in an amount of $5,000 or more, then the Commission must make the report, or a redacted version of the report, available to the public. Authorizes the Commission to redact information in a report if it determines that the identity of any person named in the report is unnecessary. Provides that, prior to publication, the Commission shall permit the Executive Inspector General (rather than the Inspector General) to review documents to be made public and offer suggestions for redaction or provide a response that shall be made public with the summary report.

Amends the State Officials and Employees Ethics Act. Provides that the Executive Ethics Commission may levy an administrative fine of (i) $250 against any officer, member, or employee under the jurisdiction of the Commission who fails to complete the ethics training within 30 days after the deadline set by the Commission for the completion of that training, (ii) $350 against any officer, member, or employee under the jurisdiction of the Commission who fails to complete the ethics training within 31 to 60 days after the deadline set by the Commission for the completion of that training, and (iii) $500 against any officer, member, or employee under the jurisdiction of the Commission who fails to complete the ethics training more than 61 days after the deadline set by the Commission for the completion of that training.

Amends the State Officials and Employees Ethics Act. Provides that an ethics commission may levy an administrative fine of not less than $250 against any officer, member, or employee who fails to complete the required ethics training.

Amends the Gubernatorial Boards and Commissions Act. Makes a technical change in a Section concerning the short title.
