Commemorates India's 66th Republic Day.

Amends the Criminal Code of 2012. Provides that a person who knowingly places, posts, or reproduces on the Internet a photograph, video, or digital image of a person in a state of nudity, in a state of sexual excitement, or engaged in any act of sexual conduct or sexual penetration, without the knowledge and consent of that person, is guilty of a Class 4 felony. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for any person engaged in placing, posting, publishing, reproducing, or maintaining an Internet site to solicit or accept the payment of a fee or other consideration for removal of a person's private material or identifying information, which has been placed, posted, published, reproduced, or maintained on an Internet site without knowledge and consent of that person.

Creates the Nursing Home Residents' Managed Care Rights Act. Contains a short title provision and a provision on findings. Effective immediately.

Amends the Property Tax Code and the Mobile Home Local Services Tax Act. Provides that the disabled veterans' exemption also applies to housing that is donated or improved by a charitable organization if the veteran was eligible to receive federal funds for the purchase or construction of Specially Adapted Housing. Effective immediately.

Amends the Illinois State Auditing Act. Makes a technical change in a Section concerning the definition of "Office of Auditor General".

Amends the Illinois Procurement Code. Provides that when a public contract is to be awarded to the lowest responsible bidder, a bidder who is a qualified Illinois employer shall be given a preference over a bidder who is not a qualified Illinois employer. Defines "qualified Illinois employer" as a bidder at least 90% of whose employees are residents of Illinois.

Amends State Finance Act, the Downstate Public Transportation Act, the Illinois Pension Code, Metropolitan Transit Authority Act, the Illinois Municipal Code, the Regional Transportation Authority Act, and various other Acts to repeal the provisions of Public Act 95-708 by making changes concerning the governance, taxing authority, finances, and pension obligations of the Regional Transportation Authority and local mass transit districts.

Amends the Property Tax Code. Provides that each local registrar shall transmit monthly to each chief county assessment officer a copy of the death certificate of each resident of the chief county assessment officer's county who (i) died during the previous month and (ii) was 65 years of age or older at the time of his or her death. Amends the Property Tax Code. Provides that, if a person qualifies for the Senior Citizens Homestead Exemption, that person need not reapply. Provides that the chief county assessment officer shall review each death certificate transmitted to that chief county assessment officer to determine whether the decedent was, at the time of his or her death, an owner of record of property that received a Senior Citizens Homestead Exemption in the previous taxable year. Provides that, if the decedent is the only owner of record who qualifies for the exemption under this Section, then the exemption shall not be renewed for subsequent assessment years unless another qualified person reapplies for the exemption. Effective immediately.

Amends the Juvenile Court Act of 1987. Provides that if a minor is found to be a delinquent minor by reason of the commission of a gang-related offense, and the court finds that the minor is a first-time offender and orders that a parent, guardian, or legal custodian retain custody of that minor, the court may order the parent, guardian, or legal custodian to attend antigang violence parenting classes. Provides that the Department of Children and Family Services shall establish the curriculum for the antigang violence parenting classes. Provides that the father, mother, spouse, or other person liable for the support of the minor, the estate of that person, and the estate of the minor shall be liable for the cost of classes, unless the court finds that the person or estate does not have the financial ability to pay.

Amends the State Officials and Employees Ethics Act. Provides that investigatory files and reports of the Office of an Executive Inspector General may be divulged to the head of the State agency affected by or involved in the investigation when an Executive Inspector General determines that it involves a risk to public safety or is in the best interest of the State. Effective January 1, 2015.
