Creates the Identity Protection Act. Prohibits a State or local government agency from using an individual's social security number in certain ways, subject to various exceptions. Requires each State or local government agency to develop and implement an identity protection plan. Provides that any employee of a State or local government agency who intentionally violates the provisions of the Act is guilty of a Class B misdemeanor. Preempts the concurrent exercise of home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.

Amends the Unified Code of Corrections. Provides that the conditions of every mandatory supervised release include a requirement that the subject of the release, if convicted of an offense committed on or after the effective date of the amendatory Act, agree in writing to be subject to a search or seizure by a parole officer or other peace officer at any time of the day or night, with or without a search warrant and with or without cause.
Amends the Criminal Code of 1961 relating to the offense of aggravated unlawful use of a weapon. Provides that aggravated unlawful use of a weapon by a person who has not been previously convicted of a felony in this State or another jurisdiction and who at the time of the commission of the offense is a member of a street gang or is engaged in street gang related activity is a Class 2 felony. Provides that aggravated unlawful use of a weapon by a person who has been previously convicted of a felony in this State or another jurisdiction and who at the time of the commission of the offense is a member of a street gang or is engaged in street gang related activity is a Class 1 felony.
Designates Route 20 within the Elgin city limits as the Dr. Martin Luther King Jr. Memorial Highway in honor of the life and legacy of America's greatest champion of racial justice and equality.
Amends the Illinois Income Tax Act. Creates a credit for individual taxpayers who pay a private health insurance premium for coverage for themselves or for a dependent. Provides that the amount of the credit is equal to the premium paid during that taxable year up to $500 per covered individual, but not to exceed $1,000 per taxable year. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero.
Amends the Property Tax Code. Requires each chief county assessment officer in counties with less than 3,000,000 inhabitants to provide to each residential taxpayer a Homestead Assessment Disclosure Document that contains certain disclosures concerning the assessed valuation of homestead property. Requires the Department of Revenue to annually review the disclosures to ensure that they are accurate and that they comply with all applicable laws and rules concerning property valuations. Provides that, if a taxpayer files a complaint before a board of review, then, within 5 days after the complaint is filed, the board of review must provide the taxpayer with a detailed description of the rules and procedures for hearings before the board. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Mobile Home Landlord and Tenant Rights Act. Provides a refund procedure for a lease or purchase agreement that a prospective tenant cancels within 5 days after signing the lease or purchase agreement. Provides that a landlord is limited to 2 months rent for a tenant's early termination of the lease. Provides that if a tenant leaves the park because of temporary illness or disability, the park owner shall allow relatives designated by the tenant or the tenant's guardian to live in the home provided that these relatives first satisfy any lease requirements for a criminal, credit, or financial background check. Provides for automatic lease renewal for 2 years unless certain requirements are met, such as a 30-day notice and a notice of reasons for the non-renewal of the lease. Provides that the park owner is to give 12 months notice of closing all or part of the park. Makes other changes.
Appropriates $25,000,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for all costs and expenses associated with the Employer Training Investment Program (ETIP). Effective July 1, 2008.
In addition to any other amounts that may be appropriated for this purpose, appropriates the sum of $5,000,000, or so much of that amount as may be necessary, from the General Revenue Fund to the Department of Public Health for a grant to the Kane County Health Department for a grant to the Health Access Network for costs associated with providing health care services to low income or uninsured persons. Effective July 1, 2008.
Amends the Mortgage Act. Provides that any person who is required to pay or deliver funds to complete a real estate closing shall do so at the closing. Provides a definition of a real estate closing. Provides that a person who wants to make a wire transfer at a closing shall make contact with the person or entity that will receive the funds prior to the closing to determine if a wire transfer can be made and, if so, the details of effecting the transfer. Provides that a person who fails to make any required payment at a closing is liable to any party involved in the closing who incurs a loss or expense because of the failure to make the payment at the closing, plus costs and reasonable attorney's fees. Effective immediately.
