Amends the Common School Fund Article of the School Code. Provides for a grant to be paid to a school district if there has been an increase in a school district's student population over any 2 consecutive school years of (i) over 1.5% in a district with over 10,000 pupils in average daily attendance or (ii) over 10% in any other district. Effective July 1, 2004.

Creates the Restricted Fax Registry Act. Provides that the Illinois Commerce Commission shall establish and provide for the operation of a Restricted Fax Registry, containing the telephone numbers of telephone subscribers who do not wish to receive fax solicitations. Provides that no person or entity may make or cause to be made any fax solicitation to any subscriber more than 45 days after the subscriber's telephone number first appears on the Restricted Fax Registry. Provides that the Illinois Commerce Commission shall receive complaints from residential subscribers to object to such fax solicitations. Provides for referral and investigation of complaints. Provides for: inclusion in the Registry; educational literature; violations; remedies; exemptions; and other matters. Creates the Restricted Fax Registry Fund as a special fund, provides that fees and fines shall be deposited into the Fund and that moneys in the Fund shall be used for implementation, administration, and enforcement of the new Act, and amends the State Finance Act to list the new Fund as a special fund.
Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Requires the Department to establish an Office of Domestic Violence Prevention through its partnership with the Illinois Regional Institute for Community Policing.
Amends the Mobile Home Landlord and Tenant Rights Act. Provides that a park owner must purchase a tenant's mobile home at fair market value if a tenant is unable to sell his or her mobile home within 90 days after initially placing it on the market because the park owner has increased the rent that a subsequent owner would have to pay by a percentage greater than the average percentage increase of all other increases in the lot within the last 5 years.
Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Provides that the Department of State Police shall create an Office of Domestic Violence Prevention. The Office of Domestic Violence Prevention shall collaborate with the Department of Human Services on coordinating cross-system services in response to domestic violence. Services include, but are not limited to, those of law enforcement, the courts, human services, health agencies, community-based providers, employers, and schools. The Department must adopt rules to implement this Section.
Amends the Illinois Procurement Code. Requires that electronic mail service provided under State contracts must be provided reasonably free of unsolicited electronic mail advertisements (sometimes known as "spam").
Amends the School Code. Provides that only scores on State assessments of students enrolled in a school on or before November 1 of the school year in which a State assessment is given shall be used in determining whether a school is placed on the Early Academic Warning List or an academic watch list. Makes changes concerning students enrolled in bilingual education programs and their participation in State tests. Makes changes concerning Prairie State Achievement Awards. Provides that mandatory make-up testing for State assessments must occur on designated make-up testing dates. Requires a school district to maintain a file that contains the names of students who were not tested and statements for these students that explain why they were not tested. Provides that beginning in the 2003-2004 school year, the State Board of Education shall not make significant changes in the design of State assessments for a minimum of 5 school years. Provides that the State Board shall annually notify districts of the specific dates on which (instead of weeks during which) administrations of the Prairie State Achievement Examination are to occur. Makes changes concerning State assessment information on a school district's report card. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the School Code. Dissolves the State Testing Review Committee on the effective date of the amendatory Act. Creates the State Assessment System Review Committee to explore a new State assessment system. Requires the Committee to report its recommendations for the system to the Governor, General Assembly, and State Board of Education on or before January 1, 2005, with an additional report regarding the implementation of the system being issued on or before January 1 of each even-numbered year. Effective immediately.
