Amends the Illinois State Auditing Act. Makes a technical change in a Section concerning the definition of "Office of Auditor General".

Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Requires the Department of Revenue to notify an individual if the Department discovers or reasonably suspects that another person has used that individual's social security number. Effective immediately.
Amends the Criminal Code of 1961. Increases the penalties for identity theft and aggravated identity theft by one class higher than the current law. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for a person to deny credit or public utility service to or reduce the credit limit of a consumer solely because the consumer has been a victim of identity theft, if the person had prior knowledge that the consumer has been a victim of identity theft. Provides that a consumer is presumed to be a victim of identity theft if he or she provides certain information. Effective immediately.
Asks the Illinois Toll Highway Authority to work with travel-oriented private enterprises that do business in proximity to tollway entrances and exits to ensure that these businesses can make their presence known to motorists.
Refers to a Department of Central Management Services study that suggests the operation of the Area-wide Law Enforcement Radio Terminal System (ALERTS) be transferred to the Department and a convergence of ALERTS with the Illinois Wireless Information Network (I-WIN) take place, which would dismantle ALERTS. States that ALERTS is a product of local government cooperation and urges the State not to expropriate the products of their cooperation.
Urges the Department of Children and Family Services to establish internal protocols for their own employees to identify sites used to manufacture methamphetamine and to identify methamphetamine addicts and children of methamphetamine addicts.
Congratulates Karen Fox on being chosen as the 2005 Altrusa International Club of Elgin's Woman of the Year.
Creates a task force to study the cost and feasibility of transforming State and local governments into fully digital governments. Requires the task force to report to the General Assembly before the 2005 veto session.
Names the week of March 17, 2003 as The Salvation Army Golden Diners Tri-County Senior Nutrition Week.
