CRIM CD-CHILD ABDUCTION

Amends the Criminal Code of 1961. Provides that the penalty for attempted child abduction is a Class 3 felony (rather than a Class A misdemeanor). Provides that the penalty for child abduction is a Class X (rather than a Class 4) felony. Eliminates provision that a second or subsequent violation for child abduction by intentionally luring or attempting to lure a child under the age of 16 into a motor vehicle, building, housetrailer, or dwelling place without the consent of the child's parent or lawful custodian for other than a lawful purpose is a Class 3 felony.

INS CD-SENIOR-MISREPRESENT

Amends the Illinois Insurance Code. Provides that no insurance producer shall use a senior-specific certification or professional designation that indicates or implies in such a way as to mislead a purchaser or prospective purchaser that the insurance producer has a special certification or training in advising or servicing seniors in connection with the solicitation, sale, or purchase of a life insurance or annuity product or in the provision of advice as to the value of or the advisability of purchasing or selling a life insurance or annuity product, either directly or indirectly through publications, writings, or by issuing or promulgating analyses or reports related to a life insurance or annuity product. Defines "use of senior-specific certifications or professional designations". Makes other changes. Effective immediately.

REIMBURSE FIRST RESPONDER-DRUG

Amends the Cannabis Control Act, the Illinois Controlled Substances Act, and the Methamphetamine Control and Community Protection Act. Provides that a person convicted of or placed on supervision for manufacturing or delivering cannabis, a controlled substance, or methamphetamine whose violation proximately caused any incident resulting in an appropriate emergency response shall be liable for the expense of the emergency response. Provides for additional assessments for persons convicted of any such offenses. Provides for the distribution of the additional assessments to various units of government. Provides that any moneys received by a law enforcement agency under these provisions shall be used to purchase law enforcement equipment that will assist in the prevention of drug related criminal violence throughout the State.

CD CORR-JUV JUSTICE-GRANTS

Amends the Unified Code of Corrections. Provides that the Department of Juvenile Justice shall seek funding from the United States Department of Justice, Office of Justice Programs, Office of Juvenile Justice and Delinquency Prevention, for the purpose of establishing a competitive statewide gang prevention and intervention grant program. Provides that upon receipt of federal funds or signing of a federal grant agreement, the Department of Juvenile Justice shall award grants to eligible entities to carry out local projects focused on criminal street gang prevention and intervention programs. Provides that consideration for grant awards shall primarily be given to, but not limited to, those applicants that show that gang violence is an increasing problem in their respective jurisdictions and that addressing the impact of street gangs is a high priority within their local community, and: (1) propose to conduct a community gang assessment utilizing proven evidence-based practices; or (2) where such an assessment has been conducted, to implement a prevention or intervention program utilizing either evidence-based or innovative and culturally relevant practices. Provides that the Department of Juvenile Justice shall report back to the General Assembly regarding the status of the grant program by January 9, 2012.

MHDD-ADVISORY COMMITTEE

Amends the Counties Code. Requires the county board chairman in every county with a population of less than 3,000,000 to appoint, no later than December 31, 2011, a volunteer 7 member mental health advisory committee composed of members of the general public, if the county has established a county health department, but no mental health program has been approved as provided under the Act. Amends the Community Mental Health Act. Requires the county board chairman in every county with a population of less than 3,000,000, or the township supervisor of a township located in a county with a population of 3,000,000 or more, to appoint, no later than December 31, 2011, a volunteer 7 member mental health advisory committee composed of members of the general public, if no community mental health board has been established in the county or township as provided under the Act. Effective immediately.

CRIM CD-ID THEFT-RFID-FELONY

Amends the Criminal Code of 1961. Provides that a person commits identity theft when he or she knowingly uses, possesses, or transfers a radio frequency identification device capable of obtaining or processing personal identifying information from a radio frequency identification (RFID) tag or transponder with knowledge that the device will be used by the person or another to commit a felony violation of State law or any violation of the Identity Theft Law. Provides that, in addition to other elements of the offense, aggravated identity theft consists of the proscribed conduct. Establishes penalties.

ELECTIONS-VETERANS HOMES

Amends the Election Code. Extends the "incapacitated voter" provisions to residents of State-operated and federally-operated veterans' homes, hospitals, and facilities located in Illinois in order to qualify for absentee ballots in multiple elections and to require that absentee voting be conducted at the homes, hospitals, and facilities.

PROCUREMENT-VETERANS

Amends the Illinois Procurement Code and the Criminal Code of 1961. Provides that the State shall set aside 5% each fiscal year of the State's total expenditures for contracts for award to service-disabled veteran-owned small businesses and other veteran-owned small businesses (now, provides that a Task Force shall be established to determine the appropriate percentage goal for award each fiscal year of the State's total expenditures for contracts to service disabled veteran-owned businesses). Requires State agencies to appoint advocates to encourage and coordinate participation in State procurement activities by veteran-owned small businesses. Provides that any person who fraudulently obtains or retains, willfully makes a false statement for the purposes of influencing, or willfully obstructs or impedes the investigation of certification as a service-disabled veteran-owned small business or veteran-owned small business commits a class 2 felony and shall be suspended from bidding on any State contract for 3 years. Establishes criminal penalties for other related offenses. Makes other changes. Effective July 1, 2011.
