Amends the Property Tax Code. Provides that certain property on which a community-integrated living arrangement is located is entitled to a reduction in its equalized assessed value in an amount equal to the product that results when the number of occupants who use the community-integrated living arrangement as a primary residence is multiplied by $2,000. Provides that property qualifies for the homestead exemption for persons with disabilities even if the person with a disability is not an owner of record of the property or liable for paying property taxes if a family member of the person with a disability meets those criteria. Effective immediately.

Amends the Public Radio and Television Grant Act. Changes the name of the Act to the Public Media Grant Act. Provides that public, educational, and government access channels are included in the grant program under the Act. Makes changes concerning the distribution of grants under the Act. Effective immediately.

Amends the Illinois Human Rights Act. Voids any provision in an oral agreement or written instrument relating to real property suited for medical procedures that purports to forbid or restrict the conveyance, encumbrance, occupancy, or lease on the basis of providing reproductive health care so long as voiding the provision would not place the instrument or agreement in conflict with another law. Voids any condition, restriction or prohibition, including a right of entry or possibility of reverter, which directly or indirectly limits the use or occupancy of real property suited for medical procedures on the basis of providing reproductive health care so long as voiding the provision would not place the instrument or agreement in conflict with another law. Makes it a civil rights violation to insert in a written instrument a provision that is void under the Act.

Amends the School Code. With respect to in-service training programs, provides that the school board of each school district operating a secondary education program shall annually conduct in-service training on iron deficiency and iron anemia caused by participation in athletics for all coaches of high school interscholastic athletics in the school district. Provides that the training shall include menstrual dysfunction, low-energy availability, low bone-mineral density, signs and symptoms, the impact on health and performance, and what measures can be taken to prevent or mitigate the negative impacts of these conditions.

Amends the Equal Pay Act of 2003. Provides that it is unlawful for an employer with 15 or more employees to fail to include the base pay scale and variable pay scale (rather than the pay scale and benefits) for a position in any specific job posting. Provides that the base pay scale and variable pay scale shall be provided as separate ranges on the job posting. Defines "base pay scale" and "variable pay scale".

Amends the Local Records Act. Provides that, except as otherwise provided by law, no public record shall be disposed of by any officer or agency unless in compliance with an application for authority to dispose of local records (rather than unless the written approval of the appropriate Local Records Commission is first obtained). Defines "application for authority to dispose of local records".

Amends the School Code. Requires each school district maintaining any elementary grades to provide its public school pupils enrolled in kindergarten through grade 8 with age-appropriate, active-transportation safety training. Sets forth the requirements for the active-transportation safety training. Allows a nonpublic school maintaining any elementary grades to provide its nonpublic school pupils enrolled in kindergarten through grade 8 with active-transportation safety training. Establishes timing requirements for receiving active-transportation safety training for students who have not previously received active-transportation safety training. Requires the Secretary of Transportation to maintain a comprehensive collection of active-transportation safety training materials. Makes other changes.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning on July 1, 2026, the 1% rate of tax on modifications to a motor vehicle for the purpose of rendering the motor vehicle usable by a person with a disability applies to tangible personal property that is installed in or on a motor vehicle before, during, or after the purchase of the motor vehicle for the purpose of rendering the motor vehicle usable by a person with a disability. Provides that the 1% rate of tax on that property applies only if the tangible personal property is separately itemized on the bill or invoice for the sale of the motor vehicle or if the tangible personal property is purchased separately from the motor vehicle and is separately itemized on a bill or invoice. Effective immediately.

Creates the Operating Room Patient Safety Act. Provides that each surgical technologist hired or contracted by a health care facility on or after January 1, 2028 shall meet specified educational, certification, or experiential requirements. Provides that health care facilities located in a Health Professional Shortage Area or Medically Underserved Area, as determined by the federal government, shall be exempt as provided but shall have a hiring preference for surgical technologists who graduated from nationally accredited surgical technology programs and are certified through the National Board of Surgical Technology and Surgical Assisting or the National Center for Competency Testing. Provides that nothing in the Act prohibits a person licensed in the State under any other Act from engaging in the practice for which the person is licensed, including, but not limited to, a physician licensed to practice medicine in all its branches, a physician assistant, an advanced practice registered nurse, or a nurse performing surgery-related tasks within the scope of the nurse's license or registration; or a student or intern from performing surgical technology services under direct supervision, as defined in the Registered Surgical Assistant and Registered Surgical Technologist Title Protection Act.

Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Provides that one month of creditable service shall be granted for the first month of participating employment, even if earnings are not reported for that month. Amends the State Mandates Act to require implementation without reimbursement.
