Amends the State Treasurer Act. Authorizes the State Treasurer to establish and administer a Home Savings Pool to supplement and enhance investment opportunities otherwise available to first-time homebuyers. Provides that participants in the Pool are required to use moneys distributed from the Pool for qualified expenditures incident to the purchase of a primary residence by a first-time homebuyer. Contains penalty provisions. Sets forth the duties of the State Treasurer with respect to the Home Savings Pool. Amends the Illinois Income Tax Act. Creates a deduction for individual taxpayers equal to the amount contributed by the taxpayer to a Home Savings Pool account during the taxable year, but not to exceed $20,000 per taxable year. Effective immediately.

Amends the Illinois Pension Code. Requires the actuary of each of the 5 State-funded systems to conduct an investigation of the system at least once every 3 (rather than 5) years. Effective immediately.
Amends the Ambulatory Surgical Treatment Center Act. Provides that notwithstanding any other statute, rule, or regulation to the contrary, an ambulatory surgical treatment center where abortions are performed must comply with all of the statutes, rules, and regulations applicable to ambulatory surgical treatment centers generally.
Amends the General Assembly Article of the Illinois Pension Code. Provides that, on and after the effective date of the amendatory Act, a person may not become a member of the General Assembly Retirement System. Effective immediately.
Amends the Pharmacy Practice Act. Makes a technical change in the Section concerning Social Security Numbers.
Amends the Illinois Vehicle Code. Provides that collegiate license plates may be issued for a public college or university located in a state contiguous to this State if not less than 10,000 alumni of that college or university reside in Illinois. Sets forth fees for original issuance and renewal. Provides that moneys generated by collegiate license plates issued for a public college or university located in a contiguous state shall be deposited into the University Grant Program and distributed through the Illinois Student Assistance Commission to participating colleges and universities for the sole purpose of scholarship grant awards to Illinois residents. Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning State universities.
Amends the General Assembly Article of the Illinois Pension Code. Requires current participants in the General Assembly Retirement System to make a one-time, irrevocable election of one of the following: (i) the traditional benefit package, (ii) the benefit package made available under P.A. 96-889, or (iii) a self-managed plan. Authorizes persons who first became (or become) participants on or after January 1, 2011 to irrevocably elect either: (i) the benefit package made available under P.A. 96-889 or (ii) the self-managed plan. Sets forth the requirements for the self-managed plan and provides that it is the default plan if a participant fails to make an election. Provides that, beginning in fiscal year 2013, the State's required contribution is the greater of 6% of the applicable payroll or one-half of the actuarially-determined normal cost of the benefit package for new hires and that the required employee contribution will be based on the benefit package elected by the participant. Amends the Illinois Public Labor Relations Act to provide that the changes to the Code made by the amendatory Act control when there is a conflict with the Illinois Public Labor Relations Act. Effective immediately.
Amends the Wireless Emergency Telephone Safety Act. Extends the repeal of the Act to January 1, 2019. Effective immediately.
Amends the Illinois Income Tax Act. Restores a net loss carryover deduction that was previously limited by Public Act 96-1496. Effective immediately.
