Amends the Illinois Vehicle Code. Amends the offense for driving on a suspended or revoked license so that graduated penalties for repeat violations of this Section require the prior convictions of driving on a suspended or revoked driver's license to have the same underlying cause of suspension or revocation of the driver's license as the current violation.

Amends the Illinois Vehicle Code. Provides the maximum speed limit outside an urban district for any vehicle is (1) 70 miles per hour on any interstate highway; (2) 70 miles per hour for all or part of highways that are designated by the Department of Transportation, have at least 4 lanes of traffic, and have a separation between the roadways moving in opposite directions; and (3) 65 miles per hour for all other highways, roads, and streets. Provides that the counties of Cook, DuPage, Kane, Lake, McHenry, and Will may adopt ordinances establishing speed limits lower than these speeds. Permits the Department of Transportation and Toll Highway Authority to alter speed limits up to the new maximum speed limit (rather than up to 65 miles per hour).
Amends the Military Code of Illinois. Deletes a provision that creates within the Department of Military Affairs an honorary regiment of Colonels known as the Governor's Regiment and that provides that the Governor, from time to time as necessary, may appoint individuals to the Regiment with the honorary title of Colonel whose accomplishments, achievements, or service have contributed to the fellowship and goodwill of the State. Provides instead that the Department of Military Affairs shall establish by rule a recognition program to allow the Governor or the Adjutant General to recognize individuals or organizations who have contributed to the advancement of the Illinois National Guard. Effective immediately.
Amends the Hospital Basic Services Preservation Act. Provides that if the State Treasurer determines that any public moneys in the Hospital Basic Services Preservation Fund are no longer necessary to collateralize loans from financial institutions, then the Treasurer may transfer any unobligated and unexpended moneys from the Hospital Basic Services Preservation Fund into the General Revenue Fund. Further provides that if all amounts from every collateralization of basic service loans from eligible expenses related to completing, attaining, or upgrading basic services under existing agreements have been returned to the Hospital Basic Services Preservation Fund and have been transferred by the State Treasurer into the General Revenue Fund, the Treasurer shall file a declaration with the Index Department of the Office of the Secretary of State. Contains a repealer provision. Amends the State Finance Act. Repeals a provision that creates the Hospital Basic Services Preservation Fund in the State Treasury once the Hospital Basic Services Preservation Act is repealed. Effective immediately.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department shall require every provider of mammography services to, if a patient's mammogram demonstrates dense breast tissue, provide notification to the patient in any summary of the mammography report sent to the patient pursuant to the federal Mammography Quality Standards Act that shall include, but not be limited to, certain information.
Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Provides that, for service transferred from a downstate police pension fund under a specific provision, credits and creditable service shall be granted upon transfer of those credits to IMRF. Specifies that if the board determines that the amount transferred is less than the true cost to the Fund of allowing that creditable service to be established, then in order to establish that creditable service, the member must pay to the Fund an additional contribution equal to the difference, as determined by the board in accordance with the rules and procedures adopted by the Fund. Provides that if the member does not make the full additional payment prior to termination of his participation with that employer, then his or her creditable service shall be reduced by an amount equal to the difference between the amount transferred and the true cost to the Fund of allowing that creditable service to be established, as determined by the board in accordance with the rules and procedures that it adopts. Authorizes the board to establish, by rule, the manner of making these calculations. Effective immediately.
Amends the Counties Code. Makes a technical change in a Section concerning the short title.
Amends the Illinois Pension Code. Deletes references to the State Universities Retirement System from the Tier 2 Section of the General Provisions Article and incorporates the Tier 2 provisions into the State Universities Article. Also makes administrative changes: authorizes the Board to delegate some of its duties; provides that warrants, checks, and drafts need not be signed by the president of the Board; specifies that the Board's rulemaking power includes the time and manner of reporting contributions; authorizes the Board to procure additional actuarial, legal, medical, audit, and other services; makes other changes. Effective immediately.
Creates the General Assembly's Advisory Committee on Education Funding to conduct a thorough review of the existing distribution methods and expenditures of education funding and make recommendations to implement an education funding system.
Urges the United States Congress to prevent student loan rates from doubling.
