Amends the Sex Education Act. Provides that the Sex Education Advisory Board must meet semiannually to discuss issues regarding sex. Provides that the Board shall explore the relationship between race and teen pregnancy.

Creates the Immigrant Victim of Crime Reporting Act. Requires the Department of Human Services to establish a program for investigation of all criminal complaints made by victims who are undocumented residents of the United States. Prohibits the Department from releasing to any other state or federal agency any identifying information about the victim or his or her family unless the victim provides written consent. Requires the Department to investigate the complaint even if the victim does not provide written consent for release of identifying information. Directs the Governor to petition the appropriate federal agency to obtain legal immigration status for the victim or any witness necessary to the investigation or prosecution of any violent crime or felony offense. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section relating to the applicability of the common law.
Amends the School Code. Creates the Professional Teacher Standards Board consisting of 11 members appointed by the Governor to administer the Article of the School Code governing the certification of teachers and other certificated school personnel and the approval of teacher and administrator preparation programs. Gives the Professional Teacher Standards Board all powers and duties currently exercised by the State Board of Education and the State Teacher Certification Board with respect to administration of the certification and program approval process, and abolishes the State Teacher Certification Board. Authorizes the Professional Teacher Standards Board to employ an Executive Director and such other staff members as are necessary to exercise its powers and duties and carry out its functions. Provides that a Standard Certificate may be renewed based on proof of professional development (instead of on proof of continuing education or professional development). Makes other changes. Effective July 1, 2003.
Creates the Illinois Living Wage Act. Provides that certain employers must pay employees a living wage rate that is set by the Director of Labor. Requires employers to provide continued employment to certain employees when a contract provides for the continuation of services currently provided by another contractor. Requires employers to post notice of employee's rights under the Act. Allows the Director to investigate violations of the Act. Sets penalties for violations of the Act. Prohibits retaliation against employees who exercise their rights under the Act. Amends the Illinois Procurement Code. Requires the procurement officer to determine the level of the State's vulnerability to labor unrest before issuing invitations for bids or requests for proposals for service contracts. Requires those bids and proposals to (i) include assurance of protection against labor discord and (ii) certify that the contractor will comply with the Illinois Living Wage Act. Provides that if during the duration of the contract, a contractor fails to comply with the Illinois Living Wage Act, the contract is voidable.
Amends the Illinois Public Aid Code. Provides that the Department shall not impose requirements for prior approval based on a preferred drug list for any short-acting beta agonists used as rescue therapy in the treatment of life-threatening conditions due to acute bronchospasm in patients with reversible obstructive airway disease that results from asthma, chronic obstructive pulmonary disease or emphysema.
Amends the Illinois Public Aid Code. Provides that the Department of Public Aid may not establish any formulary limits on, or restrict by any prior authorization requirement, any insulin prescription drug as prescribed and determined to be medically necessary for the treatment of diabetes. Effective July 1, 2004.
Amends the Workers' Compensation Act. Makes a technical change to a Section concerning the Self-Insurers Advisory Board.
Creates the Public Service Accountability Act. Sets out the requirements for privatization contracts between contractors and State agencies. Provides for the monitoring and enforcement of privatization contracts. Establishes fines and prison sentences for a violation of certain Sections of the Act. Effective immediately.
Creates the Comprehensive Housing, Health, and Supportive Services for Older Adults Act and amends the Illinois Health Facilities Planning Act, the State Finance Act, and the Nursing Home Care Act. Requires the Director of Public Health, in coordination with the Director of Aging and the Director of Public Aid, to monitor and analyze the distribution of housing and services for older adults in the different geographic areas of the State and implement corrective action plans by July 1, 2005. Provides for a program for conversion of nursing homes to assisted living or shared housing establishments; makes such conversions exempt from the requirements of the Illinois Health Facilities Planning Act, and provides for transition planning grants to nursing homes making such conversions. Creates special funds in the State treasury for use in implementing the Comprehensive Housing, Health, and Supportive Services for Older Adults Act. Provides for transfers from the Long Term Care Monitor/Receiver Fund to the new Nursing Home Conversion Fund and the new Nursing Home Transition Planning Grant Fund. Makes other changes. Effective immediately.
