Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a person or entity that, by means of telemarketing, offers free goods or services to an Illinois consumer on a trial basis and assesses a periodic fee or charge for the goods or services after the end of the free trial period, must send a consumer who accepts the free goods or services a form the consumer may use to indicate his or her agreement to pay the periodic fee or charge after the end of the free trial period. Prohibits a person or entity from assessing a fee or charge for the goods or services after the end of the free trial period if the person or entity does not receive a signed form from the consumer in which the consumer agrees to pay the periodic fee or charge after the end of the free trial period. Provides that a violation constitutes an unlawful practice under the Act.

Amends the Department of Human Services Act. Requires the Department of Human Services, in consultation with the Department of Public Health, to conduct a public information campaign to (i) educate women about the benefits of consuming folic acid before and during pregnancy to improve their chances of having a healthy baby and (ii) increase the consumption of folic acid by women of child-bearing age.
Amends the Children's Health Insurance Program Act to extend the sunset date for the Act from July 1, 2003 to July 1, 2006. Effective immediately.
Recognizes Cinco de Mayo in the State of Illinois.
Creates the Ephedra Prohibition Act. Prohibits the sale of any dietary supplement containing any quantity of ephedra or ephedrine alkaloids. Exempts from that prohibition the sale of any product that receives explicit approval by the Secretary of Health and Human Services as safe and effective for its intended use or is lawfully marketed under an over-the-counter monograph issued by the United States Food and Drug Administration. Provides that a person is guilty of a Class A misdemeanor for a first-time violation of the Act and a Class 3 felony for a subsequent violation. Effective immediately.
Creates the House Task Force on Hispanic Teen Pregnancy to study the rate of pregnancy among Hispanic teenage girls.
Recognizes March 31 as Cesar Chavez Day in Illinois and encourages public and private entities to celebrate that day.
