Urges the Secretary of State to more frequently update the lobbyist registration list on the Secretarys website and to include additional and accurate and timely information.

Urges the Illinois Department of Labor to determine the extent to which Illinois workers are exposed to harmful chemicals at microwave popcorn processing plants.
Amends the Illinois Public Aid Code. Provides that, for inpatient and outpatient services provided on or after January 1, 2006, in addition to rates paid for inpatient and outpatient hospital services, the Department shall pay each hospital (except for county providers and hospitals licensed under the University of Illinois Hospital Act) an amount as determined by rule of the Department, to reimburse the hospital for the reasonable costs of complying with the Language Assistance Services Act that are attributable to serving Medicaid recipients. Effective immediately.
Creates the Immigrant Victim of Crime Reporting Act. Requires the Department of Human Services to establish a program for investigation of all criminal complaints made by victims who are undocumented residents of the United States. Prohibits the Department from releasing to any other state or federal agency any identifying information about the victim or his or her family unless the victim provides written consent. Requires the Department to investigate the complaint even if the victim does not provide written consent for release of identifying information. Directs the Governor to petition the appropriate federal agency to obtain legal immigration status for the victim or any witness necessary to the investigation or prosecution of any violent crime or felony offense.
Amends the Election Code. Authorizes election authorities to establish special procedures for late voter registration, beginning January 1, 2005. Requires the State Board of Elections to adopt necessary rules.
Amends the Criminal Identification Act. Makes a technical change in the Section concerning policing bodies furnishing fingerprints and descriptions of persons arrested to the Department of State Police and relating to the expungement of arrest records and the sealing of the records of the clerk of the circuit court.
Amends the Criminal Code of 1961. Includes in the offense of unauthorized videotaping, electronically recording or electronically surveilling another person without that person's consent in a private place. Provides that it is unlawful for any person to place or cause to be placed an electronic video surveillance device in a restroom, tanning bed, tanning salon, locker room, changing room, hotel bedroom, or any other private place, with the intent to electronically record, electronically surveil, videotape, photograph, or film another person without that person's consent. Provides that it is unlawful for any person to place or cause to be placed an electronic video surveillance device in another person's residence without that person's consent, with the intent to secretly electronically record, electronically surveil, videotape, photograph, or film another person without that person's consent. Increases the penalties for the offense from a Class A misdemeanor to a Class 4 felony and if the images are disseminated from a Class 4 felony to a Class 3 felony. Provides that if the person electronically recorded, electronically surveilled, videotaped, photographed, or filmed is under 18 years of age, the penalty is a Class 2 felony. Effective January 1, 2005.
Amends the Abused and Neglected Child Reporting Act. Provides for a State-wide, Spanish-speaking, toll-free telephone number staffed by persons fluent in Spanish that shall be established and maintained by the Department of Children and Family Services that all persons, whether or not mandated by law, may use to report suspected child abuse or neglect at any hour of the day or night, on any day of the week. Effective July 1, 2004.
Amends the Property Tax Code. Provides that, notwithstanding any other provision of the Code, if a school district adopts, in a fiscal year, an additional or supplemental budget as a result of the voters in the school district having voted in favor of an increase in the annual tax rate for educational or operations and maintenance purposes or both at an election held after the adoption of the annual school budget adopted in that fiscal year, the county clerk shall include, in the extension of taxes made during that fiscal year, the extension of taxes for the supplemental or additional budget adopted by the school district.
Creates the Illinois Living Wage Act. Provides that certain employers must pay employees a living wage rate that is set by the Director of Labor. Requires employers to provide continued employment to certain employees when a contract provides for the continuation of services currently provided by another contractor. Requires employers to post notice of employee's rights under the Act. Allows the Director to investigate violations of the Act. Sets penalties for violations of the Act. Prohibits retaliation against employees who exercise their rights under the Act. Amends the Illinois Procurement Code. Requires the procurement officer to determine the level of the State's vulnerability to labor unrest before issuing invitations for bids or requests for proposals for service contracts. Requires those bids and proposals to (i) include assurance of protection against labor discord and (ii) certify that the contractor will comply with the Illinois Living Wage Act. Provides that if during the duration of the contract, a contractor fails to comply with the Illinois Living Wage Act, the contract is voidable. Effective January 1, 2004.
