SUPPORT-DHFS-DES-AG-STATE ATTY

Amends the Illinois Public Aid Code and the Unemployment Insurance Act. Provides that, for the purpose of establishing paternity and establishing, modifying, and enforcing child support obligations, the Department of Healthcare and Family Services shall enter into an agreement with the Director of Employment Security to obtain information reported to the Department of Employment Security and contained in that Department's Illinois Directory of New Hires maintained under the Unemployment Insurance Act. Provides that the Director of Employment Security shall (instead of may) provide, to any State or local child support agency, including the Attorney General and any State's Attorney, upon request and on a reimbursable basis, information that might be useful in locating an absent parent or that parent's employer, establishing paternity, or establishing, modifying, or enforcing child support orders. Effective immediately.

CIV PRO-SALE SURPLUS DEP FEE

Amends the Code of Civil Procedure. Provides that if there is a surplus after a judicial sale or mortgage foreclosure, the circuit clerk shall collect a $20 fee for each surplus proceeds deposit. Provides that of each $20 fee, $15 should be deposited into the county's general fund and $5 into the circuit court clerk operation fund.

CD CORR-DNA SEX OFFENDER

Amends the Unified Code of Corrections. Provides that any person on the effective date of this amendatory Act incarcerated in a facility of the Illinois Department of Corrections for any sex offense, or a prior sex offense statute as defined in any former version of the Criminal Code of 1961, or any offense that was sexually motivated, shall submit a specimen of blood, saliva, or tissue by July 1, 2007 for immediate inclusion in the State Offender DNA Identification System. Provides that after July 1, 2007, every person convicted of a sex offense, or a prior sex offense statute as defined in any former version of the Criminal Code of 1961, or any offense which at the time of sentencing the court finds to be sexually motivated shall within 45 days of his or her placement in a facility of the Illinois Department of Corrections submit a sample of blood, saliva, or tissue for immediate inclusion in the State Offender DNA Identification System. Effective immediately.

INS CD-AUTO INS CLAIMS

Amends the Illinois Insurance Code. Provides that a company insuring an individual who is at fault in an automobile collision must pay the damages incurred by others in the collision who are not at fault within 5 days of the date the damages are determined.

HOSPITAL-MULTIPLE LOCATIONS

Amends the Hospital Licensing Act. Provides that a hospital located in a county with 3,000,000 or more inhabitants may apply to the Department of Public Health for approval to conduct its operations from more than one location within the county under a single license if the distance between each location to be combined under one license is no more than one mile. Effective immediately.

PEN CD-CTA-RETIREE HEALTH INS

If and only if Senate Bill 1920 of the 95th General Assembly becomes law, amends the Illinois Pension Code. In provisions concerning the health care benefits for retirees of the Chicago Transit Authority, provides that a retiree hired on or before September 5, 2001 who retires with 25 years or more of continuous service shall be eligible for retiree health care benefits upon retirement (formerly, retirees who retired prior to the effective date of Senate Bill 1920 with 25 years or more of continuous service or who retires within 90 days after that effective date or by January 1, 2009, whichever is later, with 25 years or more of continuous service were eligible). Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

PROCUREMENT DISCLOSURES

Amends the Illinois Governmental Ethics Act. Requires that a special government agent file his or her statement of economic interests within 60 days after assuming responsibilities as a special government agent (now, within 30 days after making an ex parte communication). Amends the Illinois Procurement Code. Prohibits all State employees from obtaining State contracts (now, those earning more than 60% of the Governor's compensation). Requires that a waiver from the prohibition against obtaining State contracts must be filed within the earlier of 60 days after it is issued or when contract performance begins, and provides that the contract is voidable if the waiver is not filed within that period. Prohibits the State from entering into a contract with respect to the issuance of bonds or other securities with an entity that uses an independent consultant. Defines an independent consultant. Requires that a State contract with an entity subject to certain Municipal Securities Rulemaking Board requirements for reporting political contributions must include a certification of compliance during the contract with those requirements. Provides that violation makes the contract voidable by the State and bars the entity from State contracts with respect to issuance of bonds or other securities for 10 years. Permanently bars an entity found guilty of violating the rules’ prohibitions against obtaining or retaining securities business and making political contributions or payments. Effective immediately.

EDUCATION-IMAGE TEST-EXTEND

Urges the State Board of Education to request a one-year extension from the U.S. Department of Education so that the Illinois Measure of Annual Growth in English (IMAGE) Test may be administered in 2008, and urges the U.S. Department of Education to grant the extension.

CHILDRENS LOW-COST LAPTOP ACT

Creates the Children's Low-cost Laptop Act. Requires the State Board of education to establish a procedure and develop criteria for the administration of a low-cost laptop pilot project whereby low-cost laptop computers are provided to each student, teacher, and relevant administrator in a participating elementary school and the use of open-source educational software and computer skills training is implemented. Sets forth program and reporting requirements, including the requirement that the pilot program last for a period of at least 2 years. Establishes the Elementary Students' Low-cost Laptop Fund. Sets a repeal date for the Act of August 31, 2011. Amends the State Finance Act to create the Fund. Effective August 31, 2008.
