Amends the Capital Development Board Act. Makes a technical change in a Section concerning the short title of the Act.

Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the supervision of persons on parole or mandatory supervised release.
Amends the School Code. In provisions concerning bullying prevention, makes changes concerning the criteria for bullying, the written policy on bullying that schools must adopt (including posting requirements), and implementation of the written policy. Requires that schools maintain records concerning any bullying incidents. Adds provisions concerning criminal and civil immunity for specified parties. Adds provisions concerning gang resistance education and training for students. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Public Community College Act. In provisions concerning the compensation and expenses of members of the State Board, deletes language that provides that expenses incurred by any non-voting student member may, at the discretion of the Chairman of the Board, be provided for by advance payment to such member, who shall account therefor to the Board immediately after each meeting. Deletes language that provides that members of advisory committees shall be reimbursed for actual and necessary expenses incurred in the administration of the Act. Effective July 1, 2010.
Amends the Southern Illinois University Management Act. Makes a technical change in a Section concerning creation of the Board of Trustees.
Amends the Credit Agreements Act. Provides that specified provisions shall not constitute a defense to a claim that arises out of bad faith conduct intended to unjustly benefit a creditor or a third party. Provides that the mere failure by a creditor to enter into a credit agreement with or to provide a written commitment to a debtor, without more, shall not constitute bad faith under specified provisions. Provides for the legislative intent of the General Assembly and that certain provisions apply to pending actions as well as actions commenced on or after the effective date of the amendatory Act. Effective immediately.
Amends the Conveyances Act. Provides that every mortgage securing residential real estate shall have attached a rider, certified by the mortgage lender, that states the name of each participant in the origination of the mortgage, the participant's applicable license or registration number, if any, and the participant's function by using these function categories: mortgage origination company; loan officer; appraiser; real estate broker for the seller, real estate broker for the buyer, lender funding the mortgage; and title insurance company. Provides that a mortgage on residential real estate that is subject to the Illinois predatory lending database pilot program must have attached to it a certificate of compliance or a certificate of exemption issued pursuant to that program.
Amends the Chicago School District Article of the School Code. Requires the Chairpersons of the House of Representatives' Committee on Elementary & Secondary Education and the Senate's Committee on Education to each appoint 5 members to a Special Joint Chicago Education Facilities Subcommittee. Requires the Joint Subcommittee, with the help of independent experts, to analyze past school district experience with respect to the closing or opening of schools, school repairs, school additions, school phase-outs, school consolidations, and school boundary changes; to consult widely with stakeholders about these facility issues; and to examine relevant best practices from other school systems for dealing with these issues systematically and equitably. Provides for a draft policy and a final proposed policy. Provides that there shall be a moratorium on school closings, consolidations, and phaseouts in the school district in the 2009-2010 school year, and provides that any of these actions that are subsequently appropriate shall be carried out no sooner than the end of the 2010-2011 school year. Effective immediately.
Amends the Deposit of State Moneys Act. Authorizes investment in repurchase agreements of government securities having the meaning set out in the Government Securities Act of 1986,"as now or hereafter amended or succeeded". Effective immediately.
Amends the Illinois Public Aid Code. Provides that a disease management pilot project undertaken by the Department of Healthcare and Family Services shall include a study of patient outcomes for patients at risk of low birth weight or premature birth. Provides that low birth weight and premature birth include all medical and other conditions that lead to poor birth outcomes or problematic pregnancies. Effective immediately.
