Amends the Illinois Prepaid Tuition Act. Changes references from "MAP-eligible institution" to "eligible institution" and provides that the term also means an institution not located in the State that otherwise, in the judgment of the Illinois Student Assistance Commission, meets standards substantially equivalent to those described in the definition of "institution of higher learning" as defined in specified provisions of the Higher Education Student Assistance Act and whose students are eligible to receive benefits under specified provisions of the Internal Revenue Code of 1986, as specified by the federal Small Business Act of 1996 and subsequent amendments to that federal law. Provides that a prepaid tuition contract shall include, but is not limited to, provisions for portability of the accrued value of the prepayment value for use at an eligible institution located outside the State. Makes conforming changes. Effective July 1, 2010.

Amends the P-20 Longitudinal Education Data System Act. Provides that beginning on July 1, 2012, the Board of Higher Education is authorized to collect and maintain data from any non-public institution of higher learning enrolling one or more students receiving Monetary Award Program grants and any non-public institution of higher learning that confers graduate and professional degrees, pursuant to specified provisions of the Higher Education Student Assistance Act, and disclose this data to the longitudinal data system for the purposes set forth in the P-20 Longitudinal Education Data System Act. Provides that the State shall provide adequate appropriations to support the development of a consortium of data submitting institutions and that the July 1, 2012 deadline for non-public institution participation in a consortium may be extended up 2 years, pending State appropriations to support the development of the consortium. Provides that data that has been submitted to the Board of Higher Education by a consortium of non-public colleges and universities is prohibited from being included in any interstate data-sharing agreements with other states unless consortium participants agree to allow interstate data sharing. Provides that any non-public, non-profit college may prohibit its data from being shared with any other state. Provides that any non-public, non-profit college may prohibit its data from being included in any interstate data-sharing agreement. Effective immediately.
Amends the Bingo License and Tax Act. Allows senior citizens organizations to conduct bingo at a building owned by a church or veterans organization. Effective immediately.
Authorizes the Director of the Department of Natural Resources to convey described parcels in Jo Daviess County to the City of Galena. Effective immediately.
Proposes to amend the Legislature Article of the Illinois Constitution. Provides that an Executive or a Judicial officer may be impeached by the House of Representatives by the vote of three-fifths of the members elected (instead of a majority). Effective upon being declared adopted.

Amends the Counties Code. Provides that the Cook County Board of Commissioners may override a veto by the County Board President by an affirmative vote of three-fifths of its members (instead of four-fifths). Effective immediately.

Instructs the Illinois Board of Higher Education, in consultation with other parties, to study and prepare a report with the findings and recommendations on improving the efficiency and sustainability of the Monetary Award Program and submit that report to the General Assembly no later than January 31, 2010.
