Amends the Criminal Code of 1961. Creates the offense of being an armed habitual criminal. Provides that a person commits the offense of being an armed habitual criminal if he or she receives, sells, possesses, or transfers any firearm after having been convicted a total of 3 or more times of any of the following offenses: first degree murder; aggravated battery; aggravated battery with a firearm; unlawful use of a weapon by a felon; robbery; armed robbery; residential burglary; home invasion; vehicular hijacking; gunrunning; intimidation; armed violence; criminal sexual assault; aggravated criminal sexual assault; predatory criminal sexual assault of a child; aggravated domestic battery; or any violation of the Illinois Controlled Substances Act or the Cannabis Control Act that is punishable as a Class 3 felony or higher. Provides that a violation is a Class X felony. Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for being an armed habitual criminal shall receive no more than 4.5 days of good conduct credit for each month of his or her sentence of imprisonment. Amends the Chicago Teacher Article of the Pension Code. Accelerates the initial annual increase in retirement pension to the January following the first anniversary of retirement. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. Eliminates the required contribution for converting past service to the augmented retirement formula, and provides for a refund of such contributions already paid. Also provides for recalculation of the pension and a lump sum payment of the difference between the augmented and unaugmented rates for certain pensioners. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Cook County Article of the Illinois Pension Code. For certain surviving spouses who are less than age 55, waives the reduction in minimum annuity based on age if the deceased member had at least 20 years of service credit (currently requires 30). Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the State Universities Article of the Illinois Pension Code. Provides that an employee may establish credit for up to 2 years (now one year) of unused sick leave. Effective immediately.
Amends various Acts relating to the governance of the public universities in Illinois and the Public Community College Act. Requires the governing board of each public university and community college boards to achieve a ratio between full-time faculty members and part-time teachers under which at least 75% of all full-time equivalent teaching positions are held by full-time faculty members and not more than 25% of all full-time equivalent teaching positions are held by part-time teachers. Provides for a phase-in that begins with fiscal year 2004 and that requires a university to use 33% of the increase, if any, in its State funding each fiscal year and a community college district to use 33% of the increase, if any, in its annual distribution formula grants each fiscal year to achieve the required ratio between full-time and part-time teachers holding full-time equivalent teaching positions. Effective immediately.
Amends the Home Inspector License Act. Makes a technical change to a Section concerning standards of practice.
Amends the State Employees Group Insurance Act of 1971. Provides that the program of health benefits must include coverage for hearing evaluations, hearing aids, and the dispensing and fitting of hearing aids. Effective July 1, 2003.
Amends the Downstate Teacher Article of the Pension Code. Provides that not more than 3 of the 4 active teachers elected to the Board of Trustees may be active members of the same statewide teacher organization, beginning with the election of trustees in 2004. Also makes technical changes. Effective immediately.
Makes appropriations to the Board of Trustees of Governors State University for its ordinary and contingent expenses. Effective July 1, 2004.
