Amends the Unified Code of Corrections. Makes a technical change in a Section relating to void contracts involving goods produced in a correctional employment program.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning administrative adjudication of parking violations.
Amends the Code of Civil Procedure to prohibit court orders and judgments from concealing public hazards. Effective July 1, 2003, and applies to causes of action accruing on or after that date.
Amends the Children with Disabilities Article of the School Code. Provides that a parent or guardian who is a prevailing party in an impartial due process hearing or a civil action may recover reasonable attorney's fees and costs from an opposing party (now, the school district is liable for attorney's fees only if the district willfully disregards applicable regulations or statutes and that disregard is detrimental to the child). Effective immediately.

Amends the Community-Integrated Living Arrangements Licensure and Certification Act. Requires the Department of Human Services to implement a 3-year pilot project in Will County or southern Cook County for the operation of 2 CILA homes for adolescents diagnosed with autism. Effective July 1, 2004.
