Amends the Illinois Vehicle Code. Provides that multiple offenders whose driving privileges have been revoked pursuant to the listed Section shall not be eligible for a restricted driving permit. Adds similar out-of-state offenses to the list of offenses for which a person under the age of 21, if convicted, would lose his or her driving privileges. Provides that the restrictions concerning eligibility for reinstatement of a petitioner's driving privileges applies regardless of whether the petitioner attains 21 years of age prior to the date of eligibility for reinstatement. Adds perjury, submission of fraudulent or materially altered documents, and submission of documents that were in fact prepared for another person to the list of offenses for which the driving privileges of a person may be suspended or revoked without a preliminary hearing. Adds to the list of conditions in which a person shall not drive or be in actual possession of a vehicle. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Makes technical changes to the short title Section.
Appropriates $740,000 from the General Revenue Fund to the Department of Human Services for the operation of community integrated living arrangements for adolescents who have been diagnosed with autism. Effective July 1, 2004.
Amends the Motor Vehicle Franchise Act. Makes a stylistic change in a Section concerning the applicability of the Act.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning obedience to the traffic laws.
Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services shall include, in the annual service needs report regarding autism submitted to the General Assembly, a plan to provide family support mechanisms to enable persons with autism to remain in a family home environment. Amends the Illinois Public Aid Code. Extends eligibility for continued home-based skilled or intermediate care to persons over age 18 (under current law, eligibility is limited to persons 18 or younger). Requires an annual determination of need for that level of care and requires the Department of Human Services to make an annual report concerning services provided and other matters. Effective immediately.
Amends the Juvenile Court Act of 1987. Makes a technical change in the short title Section of the Act.
Amends the Mental Health and Developmental Disabilities Administrative Act. Makes a technical change to a Section concerning the legislative purpose of the Act.
Amends the Uniform Peace Officers' Disciplinary Act. Provides that anyone filing a complaint against a sworn peace officer must have the complaint supported by a sworn affidavit.
