PROP TX-DISABLED VETERANS

Amends the Property Tax Code. Provides that, if a taxpayer has been awarded a disabled veterans standard homestead exemption, and that taxpayer subsequently becomes a resident of a facility licensed under the Nursing Home Care Act or a facility operated by the United States Department of Veterans Affairs, then the exemption shall continue (i) so long as the residence continues to be occupied by the qualifying person's spouse or (ii) if the residence remains unoccupied but is still owned by the person who qualified for the homestead exemption.

VEH CD-PARKING OBSTRUCTION

Amends the Illinois Vehicle Code. Provides that no property owner shall allow any unreasonable obstruction of a designated aisle or parking place specifically reserved for persons with disabilities after 24 hours following the conclusion of an adverse weather event. Provides that no property owner shall allow the accumulation of debris or large objects, such as trash containers, to unreasonably obstruct any designated aisle or parking place specifically reserved for persons with disabilities without providing suitable and equivalent alternative parking spaces on-site. Provides that a person who violates these provisions shall be guilty of a petty offense and pay fine of not more than $250. Effective January 1, 2011.

ELDER FINANCIAL EXPLOITATION

Amends the Elder Abuse and Neglect Act. Provides that a "mandated reporter" under the Act includes (i) any bank, savings and loan, or credit union officer, trustee, or employee and (ii) any ambulatory currency exchange or community currency exchange, as defined in the Currency Exchange Act, or an employee of such a currency exchange.

VETERANS-WAR ON TERROR COMP

Amends the War on Terrorism Compensation Act. Includes recipients of the Afghanistan Campaign Medal and the Iraq Campaign Medal to the list of veterans entitled to receive compensation in the amount of $100 for their military service. Effective immediately.

US GOVT-REQUIRE AIR MARSHALS

Urges the President, the members of the United States Congress, the Federal Aviation Administration, and all commercial airlines to implement a requirement that all commercial passenger flights originating outside the U.S. must have at least one qualified air marshal on board.

LUCAS-BERG SEDIMENT DUMPING

States opposition to the use of the Lucas-Berg Confined Dredged Material Disposal Facility and the dumping of dredged sedimentary materials into the Lucas-Berg Pit because of the threat to human life and safety in the surrounding area and urges the United States Army Corps of Engineers to find an alternative and safe resting site for sediments dredged from the Cal-Sag Channel.
