Amends the Illinois Vehicle Code. Increases from a Class A misdemeanor to a Class 4 felony the penalty for a driver who fails to remain at the scene of an accident to render aid and provide information as required. Shortens from one hour to one-half hour the time allowed for a driver who has failed to stop at the scene of an accident to report the accident to the police. Increases from a Class 4 to a Class 3 felony the penalty for failing to report an accident within the time allowed after failing to stop at the scene as required. Provides that a person arrested for a violation of the provision must submit to drug and alcohol testing, if the accident does not result in the death of a person.

Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning administration of the Code.
Creates the Intermodal Container Safety Act. Requires marine terminal operators to develop a program to ensure the safety of containers used for the shipment of goods. Establishes requirements for the program. Establishes penalties for noncompliance with the Act. Makes it a Class B misdemeanor to threaten, coerce, or otherwise retaliate against a driver for requesting the reweighing or repacking of a container or for contacting a law enforcement agency with regard to the weight or safety of an intermodal container. Provides that the Secretary of State must adopt rules for implementing the Act.
Amends the Property Tax Code. Provides that, notwithstanding any other provision of the Code, if a school district adopts, in a fiscal year, an additional or supplemental budget as a result of the voters in the school district having voted in favor of an increase in the annual tax rate for educational or operations and maintenance purposes or both at an election held after the adoption of the annual school budget adopted in that fiscal year, the county clerk shall include, in the extension of taxes made during that fiscal year, the extension of taxes for the supplemental or additional budget adopted by the school district.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning legislative findings.
Creates the Idling Time and Emissions Reduction Act. Provides that a marine or rail terminal must operate in a manner that does not cause the engines of diesel trucks to idle or queue for more than 30 minutes while waiting to enter the terminal. Provides that any time a truck idles for more than 30 minutes while waiting to enter, the terminal is guilty of a petty offense punishable by a fine of $250. Provides that a terminal that takes any action intended to avoid or circumvent the requirements of the Act or the reduction of emissions of particulate matter from idling or queuing trucks is guilty of a petty offense punishable by a fine of $750 per truck per violation. Provides that any attempt by the terminal to seek from a vehicle operator reimbursement of a fine under the Act is a Class C misdemeanor. Creates exceptions from application of the Act. Provides that the Secretary of State is responsible for enforcement of the Act and must adopt rules for its implementation.
Amends the Illinois Income Tax Act. Provides that, for taxable years beginning on or after January 1, 2003, moneys contributed during the taxable year by the taxpayer for the purchase of an Illinois prepaid tuition contract, excluding moneys rolled over from another qualified tuition program account, may be deducted from the taxpayer's federal adjusted gross income in arriving at base income for Illinois income tax purposes. Exempts the deduction from the sunset provisions of the Act. Amends the Illinois Prepaid Tuition Act to include a reference to the deduction. Effective immediately.
Amends the Illinois Vehicle Code. Sets weight limits for specially equipped 3-axle and 4-axle trucks used for garbage, refuse, or recycling hauls only and for 4-axle trucks used for the collection of rendering materials.
Amends the School Code. Makes a technical change in a Section concerning the powers and duties of the State Board of Education.
Appropriates $2 from the General Revenue Fund to the Board of Higher Education for its FY04 ordinary and contingent expenses. Effective July 1, 2003.
