CRIM PRO-TRAFFICKING VICTIM

Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the sexual exploitation of children.

CHARIT TRUST STABILIZ-ADMIN

Amends the Charitable Trust Stabilization Act. Provides that the State Treasurer may (now, shall) make grants to public and private entities. Provides that special attention shall be given and preferences for recommending grants may be given to entities with operating budgets of less than $1,000,000. Removes language permitting moneys in the Charitable Trust Stabilization Fund to be used for loans. Provides that 20% of the amount deposited into the Fund must be set aside for the operating budget of the Fund (now, the Fund and Charitable Trust Stabilization Committee). Provides that the State Treasurer (now, the Committee) shall adopt rules and administer the Fund. Provides that the Office of the State Treasurer (now, the Department of Commerce and Economic Opportunity) shall provide staff and administrative support services to the Committee. Removes language providing for the employment and the duties of a director of the Committee. Provides that the Treasurer may transfer all or a portion of the balance of the Fund to a third-party administrator. Effective immediately.

FINANCE-TECHNOLOGY ACCOUNT

Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.

SCH CD-CONFLICT RESOLUTION

Amends the School Code. In provisions concerning violence prevention and conflict resolution education, changes language to provide that school districts with a population of more than 150,000 shall provide and school districts with a population of 150,000 or less may provide, for a period of not less than 3 weeks per calendar year (now, all school districts shall provide), instruction in violence prevention and conflict resolution education for grades kindergarten through 12 (rather than grades 4 through 12). Allows school districts to include the instruction in the social studies courses of study (instead of in the courses of study regularly taught therein). Provides that school districts must provide in-service instruction for teachers to assist them in implementing the program if implementation is required. Provides that the State Board of Education shall adopt any rules that are necessary for administration of the program. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

UTIL-REMOVE BAN-NUCL CONST

Amends the Public Utilities Act. Deletes language that provides that no construction shall commence on any new nuclear power plant to be located within the State, and no certificate of public convenience and necessity or other authorization shall be issued therefor by the Illinois Commerce Commission, until the Director of the Illinois Environmental Protection Agency finds that the United States Government, through its authorized agency, has identified and approved a demonstrable technology or means for the disposal of high level nuclear waste, or until such construction has been specifically approved by a statute enacted by the General Assembly. Deletes the definition of "high level nuclear waste". Effective immediately.

PROBATION OFF-QUALIFICATIONS

Amends the Probation and Probation Officers Act. Provides that beginning January 1, 2011, minimum qualifications of probation officers shall include at least 30 hours per year in training or continuing education, provided that such training or continuing education programs have been approved in advance by the Division of Probation Services. Provides that beginning January 1, 2014, such minimum qualifications shall include at least 40 hours per year in training or continuing education, provided that such training or continuing education programs have been approved in advance by the Division of Probation Services.
