Amends the Eliminate the Digital Divide Law. Allows the Department of Commerce and Community Affairs, subject to appropriation, to make Community Technology Network Grants for the purpose of providing business planning tools, sustainability planning assistance, and outcome tracking tools for community technology centers and initiatives. Requires the Department, subject to appropriation, to establish and support a Statewide Community Technology Center Network. Allows the Department, subject to appropriation, to make Community Computer Recycling Grants for the planning, establishment, administration, and expansion of community computer recycling and other programs. Requires the Department, subject to appropriation, to establish and support a Statewide Community Computer Recycling Network. Requires the Illinois Century Network, in cooperation with the Department of Commerce and Community Affairs and subject to appropriation, to establish a Community-Higher Education Extension Consortium. Requires the Department, in cooperation with the Illinois Century Network, the Governor's Office of Technology, public agencies, and private sector parties, to, subject to appropriation, review and make recommendations on developments in priorities for community technology planning and support programs of the federal government. Requires the review to be completed no later than December 1, 2003. Allows the Department to make grants for community-based technology job training. Effective immediately.

Amends the Criminal Identification Act. Provides that a person who has been convicted of one offense may file an application with the convicting court for an entry of an order setting aside his or her conviction. Excludes felonies in which the maximum penalty is life imprisonment, a conviction of certain prescribed sex offenses, and traffic offenses. Provides that the application may be made at least 5 years after completion of a term of imprisonment. Amends the Rights of Crime Victims and Witnesses Act. Provides that the prosecuting attorney shall notify the victim of the offender's intent to seek an application to set aside his or her conviction. Effective immediately.
Amends the Illinois Human Rights Act. Provides that, when a person files an employer report form with the Department of Human Rights as specified to establish eligibility to be awarded a contract by a State agency, the person must pay a registration fee in an amount determined by the Department by rule. Provides that a person must also pay a registration fee in an amount determined by the Department by rule when the person files for renewal of eligibility. Provides that 50% of the fees shall be paid into the General Revenue Fund and 50% shall be paid into the Department of Human Rights Special Fund, a new special fund in the State treasury (and amends the State Finance Act to list the new fund as a special fund). Provides that moneys in the Fund shall be used solely to fund the Department of Human Rights Compliance Division's public contractor compliance monitoring program, State agency affirmative action mandates via the Compliance Division's liaison unit, and other Department programs and activities. Effective January 1, 2005.
Creates the Computer Refurbishing Program Act. Provides the short title only.
Amends the Barber, Cosmetology, Esthetics, and Nail Technology Act of 1985. Changes the short title of the Act to the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985. Removes the practice of hair braiding from the definition of the practice of cosmetology and adds provisions requiring the licensure of hair braiders, hair braiding teachers, and hair braiding schools beginning on January 1, 2004. Makes conforming changes throughout the Act. Amends the Regulatory Sunset Act to change the short title of the Barber, Cosmetology, Esthetics, and Nail Technology Act of 1985 in its sunset provisions. Effective immediately.
Amends the Unemployment Insurance Act. Makes a stylistic change in provisions concerning voluntary leaving.

Amends the Illinois Public Aid Code. Requires the Department of Human Services, in consultation with its Child Care and Development Advisory Council, to develop a comprehensive plan to revise the State's rates for the various types of child care provided for TANF recipients. Requires completion of the plan by September 30, 2004. Effective immediately.
Amends the Illinois Public Aid Code. Provides that the Department of Public Aid may not establish any formulary limits on, or restrict by any prior authorization requirement, any insulin prescription drug as prescribed and determined to be medically necessary for the treatment of diabetes. Effective July 1, 2004.
