Amends the Illinois Securities Law of 1953. Provides that upon registration of an investment adviser representative, the applicant shall file evidence setting forth that such investment adviser representative has in effect fidelity insurance and insurance or other equivalent protection for each client's cash or securities held by the investment adviser representative, and an undertaking that the investment adviser representative will continually maintain such fidelity insurance and insurance or other protection during the period of registration or re-registration. Provides that such fidelity insurance and insurance or other protection shall be in a form and amount reasonably prescribed by the Secretary of State by rule or regulation.

Amends the Illinois Vehicle Code and the Illinois Marriage and Dissolution of Marriage Act. Provides that the court, upon finding that a party engaged in visitation abuse, may: suspend the offending party's Illinois driving privileges pursuant to the Illinois Vehicle Code until the court has determined that there has been sufficient compliance for a sufficient period of time with the court's order concerning visitation and that full driving privileges shall be reinstated; order that the offending party be issued a family responsibility driving permit to allow limited driving privileges for employment and medical purposes; order that an entity that issued a professional license to the offending party suspend or revoke the party's professional license for a period of no more than 6 months; and fine the party not more than $500 for each finding of visitation abuse. Provides that a finding of visitation abuse constitutes a change in circumstances for purposes of a modification of a custody judgment. Provides that if a parent has been previously found in contempt by the court for visitation abuse, the court may further: incarcerate the offending parent one day for each day of denied visitation; or require the offending party to post a $5,000 bond subject to forfeiture for the purpose of assuring compliance with future visitation. Effective immediately.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning conditions for basic maintenance grants of aid to the aged, blind, or disabled.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning preservation of evidence.
Amends the Mental Health and Developmental Disabilities Code. Makes a technical change in a Section concerning the short title.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the organization of the Department of Corrections and the Department of Juvenile Justice.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the short title.
Amends the Unified Code of Corrections. Permits the court to sentence an offender who has been convicted of residential burglary to a period of probation, a term of periodic imprisonment, or conditional discharge.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
Creates the Prohibition of Torture on Prisoners and Detainees by Health Care Professionals Act. Prohibits Acts of torture and improper treatment perpetrated upon prisoners and detainees. Establishes standards of conduct relating to health care professionals who provide care to prisoners and detainees. Amends various Acts to make corresponding changes. Effective January 1, 2012.
