PARENTS ACCOUNTABLTY COMMITTEE

Creates the Parents and Community Accountability Study Committee to examine issues related to racial and socioeconomic disparities affecting the pro-social development of children and youth, to identify ways to engage more parents in being accountable for the actions of their children, and to identify ways to engage more communities in being accountable for investing in pro-social development of children and families.

CRIM ID-EXPUNGEMENT

Amends the Criminal Identification Act relating to expungement. Changes the procedures relating to the expungement of adult criminal records and the records of minors prosecuted as adults. Establishes time limits and procedures for filing petitions to expunge. Excludes certain enumerated offenses from expungement. Provides for the sealing of certain arrest and court records.

COMMUNITY TECHNOLOGY FUNDING

Creates the Sustainable Funding for Community Technology Act. Authorizes the Department of Commerce and Economic Opportunity to (i) establish community collaboratives for the purpose of strategic planning for computing and telecommunications infrastructure and related community and economic development in low-income rural and urban areas and (ii) award strategic planning grants and telecommunications and computing infrastructure sustainable funding grants to those community collaboratives. Effective July 1, 2007.

DRUG OVERDOSE-IMMUNITY

Amends the Cannabis Control Act, the Illinois Controlled Substances Act, and the Methamphetamine Control and Community Protection Act. Provides that a person who calls the 911 emergency number to report an overdose of cannabis, a controlled, counterfeit, or look-alike substance, controlled substance analog, methamphetamine, or a substance containing methamphetamine and the person who overdosed are immune from criminal liability for a violation relating to the possession of cannabis, a controlled, counterfeit, or look-alike substance, controlled substance analog, methamphetamine, or a substance containing methamphetamine.

MEDICAID-INCARCERATED-ELIGIBLE

Amends the Illinois Public Aid Code. Provides that an inmate of a penal institution maintained by the State or a unit of local government may qualify for medical assistance only after he or she has ceased to be an inmate of such an institution, but the inmate may apply for medical assistance in advance of his or her discharge or release from the institution. Provides that a recipient of medical assistance who becomes an inmate of a penal institution may be permitted a period of up to 30 days in the institution without suspension or termination of eligibility for medical assistance. Provides that within a reasonable time after the discharge or release of a person who was an inmate of a penal institution, the Department of Healthcare and Family Services shall redetermine the person's eligibility for medical assistance. Effective immediately.
