Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning definitions.
Amends the Illinois Public Aid Code. Requires the Department of Human Services to establish a co-payment scale that provides for cost sharing by families that receive child care services, including parents whose only income is from assistance under the Code (rather than the Department shall require co-payments for child care services by any parent, including parents whose only income is from assistance under the Code). Provides that the co-payment shall be based on family income and family size and may be based on other factors as appropriate (rather than based on family income, family size, and the number of children in care). Provides that co-payments may be waived for families whose incomes are at or below the federal poverty level (rather than co-payments shall not be increased due solely to a change in the methodology for counting family income). Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that any person who offers a rebate to consumers at retail on any merchandise must conspicuously display and clearly disclose to the consumer the type of rebate being offered, whether additional fees may apply on the rebate offered, and the form of remittance that will be provided to the consumer. Provides that a person who violates those provisions commits an unlawful practice within the meaning of the Act.
Amends the Metropolitan Water Reclamation District Act. Provides that, after a hearing, the board of commissioners of a sanitary district may order the party responsible for the discharge of sewage, industrial wastes, or other wastes into the district's sewerage system to pay a civil penalty in an amount that is not less than $1,000 (now, $100) nor more than $2,000 per day for each day of discharge in violation of the Act. Effective immediately.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois to create the Diversity in Engineering Scholarship Program. Defines "targeted group member" as a person belonging to a class of race, color, or sex, whose percent of the workforce within the Department's professional classification which includes civil engineers is less than that class's percent of the statewide labor market for such job activities as recorded in the Department's annual affirmative action plan. Defines "eligible student" as a targeted group member who: (i) is an Illinois resident at the time of scholarship application; (ii) is enrolled full-time at any Illinois college or university in any program leading toward a degree in civil engineering; (iii) agrees to conditions required by the Department, including the obligation to work for the Department after graduation if a position is offered for at least one year for each academic year the student receives a scholarship. Provides that the Department of Transportation, subject to appropriation, shall award scholarships to up to 20 students each year in the amount of no more than $7,500 per academic year. Provides that the Department shall promulgate rules as necessary to implement and administer the scholarship program.
