COUNTY JAIL-IDOC REIMBURSEMENT

Amends the County Jail Act. Provides that if a person who has been convicted of a felony or who has violated mandatory supervised release is incarcerated in a county jail, the Illinois Department of Corrections shall pay the county in which that jail is located $59 for each day the person remains in the county jail after the fifteenth day after receipt of the documentation from the clerk of the court authorizing the person's transfer to the State facility to which he or she has been sentenced.

VOTER REGISTRATION-SCHOOLS

Amends the Election Code. Requires school districts to coordinate the availability throughout the district of principals serving as deputy registrars to encourage the voter registration of students during the first 10 school days of each May. Effective July 1, 2003.

CRIM CD-DOMESTIC BATTERY

Amends the Criminal Code of 1961. Provides that domestic battery committed in the presence of a child under 16 years of age who is the defendant's or victim's child or step-child or who is a minor child residing within the household of the defendant or victim is a Class 4 felony.

IL OPPORTUNITY FUND ACT

Creates the Illinois Opportunity Fund Act. Contains provisions intended to increase the availability and facilitate the delivery of institutional venture capital to emerging and expanding enterprises in the State of Illinois. Defines the role of the Department of Commerce and Economic Opportunity. Creates the Illinois Opportunity Fund and provides for the creation of the Illinois Capital Investment Corporation. Amends the State Finance Act to create the Illinois Opportunity Special Projects Fund. Amends the Illinois State Auditing Act to authorize audits of the Corporation and the Fund. Contains other provisions. Effective immediately.

SCH AID FORMULA-CONTINU APPROP

Amends the State Aid Continuing Appropriation Law. Makes the Law applicable to fiscal year 2004 and each fiscal year thereafter. Provides that if the General Assembly fails to make Common School Fund appropriations to the State Board of Education in fiscal year 2004 and in each fiscal year thereafter sufficient to fund the general State aid, supplemental general State aid, and supplementary grants in aid provisions of the State aid formula, the Law shall constitute an irrevocable and continuing appropriation from the Common School Fund of all amounts necessary for those purposes. Removes a provision that provides for the Law's repeal on June 30, 2003. Effective immediately.
