Amends the Capital Development Board Act. Provides that the Section concerning contract administration fees is repealed on June 30, 2012 (now June 30, 2008). Amends the State Finance Act. Provides that the Sections concerning the Capital Development Board Revolving Fund and fund payments are repealed on June 30, 2012 (now June 30, 2008). Effective immediately.
Amends the Toll Bridge Act. Makes a technical change in the Section concerning the short title of the Act.
Proposes to amend Section 1 of Article X of the Illinois Constitution. Provides that the language declaring that the State has the primary responsibility for financing the system of public education is not hortatory, and provides that it is the duty of the Executive, Legislative, and Judicial branches to achieve the goals and responsibilities outlined in Article X. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.
