Amends the Counties Code. Provides that a county board may authorize a county law library fee of not to exceed (i) $18 in 2009, (ii) $19 in 2010, and (iii) $21 in 2011 and thereafter (instead of $13). Effective immediately.

COLORECTAL CANCER PILOT PRGM

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to implement the Colorectal Cancer Screening and Treatment Pilot Program in areas of the State that have the highest incidences of mortality related to colon cancer. Provides that the Program sites must be located in and operated through Federally Qualified Health Centers. Provides that the Program shall provide funding for colorectal cancer examinations and laboratory tests and shall provide colorectal cancer screening and treatment services for specified groups. Provides that these provisions are repealed 3 years after the effective date of the amendatory Act.

CONDO-DISTRESSED PROPERTY

Amends the Condominium Property Act. Provides legislative findings concerning the importance of municipalities reclaiming housing stock that was used in fraudulent schemes. Provides procedures for addressing distressed condominium property that is a danger, blight, or nuisance to the surrounding community or the public and that is substantially unoccupied, without utilities, or in a serious negative condition. Provides definitions of "distressed condominium property", "owner", and "other party in interest". Provides that a municipality may file a petition in the circuit court and that if the court finds that a property is a distressed condominium property, the court may appoint a receiver to manage the property. Provides also that if a court finds that the property is not viable as a condominium, the court may deem that the entire property is owned in common by the unit owners and may authorize the receiver to sell the entire property without the consent of the unit owners. Provides that if the receiver sells the property pursuant to court authorization, the sale proceeds shall be paid to unit owners according to their respective shares, after sale expenses, taxes, and liens have been paid. Provides that the receiver has the power and authority to secure and insure the premises, make repairs, and otherwise manage the premises. Provides that other parties in interest shall be provided written notice and a copy of the petition or complaint either by United States certified mail, return receipt requested, within 30 days of the issuance of the summons or by personal service of the complaint. Provides that the court may authorize a receiver to enter into a sales contract for the property upon a motion, with notice to all owners and other parties in interest and those parties having an opportunity to be heard. Makes other changes.

SCH CD-PRESCH FOR ALL-HEAD ST

Amends the School Code. Requires grantees under the Preschool for All Children program to enter into a memorandum of understanding with the appropriate local Head Start agency no later than 3 months after the award of a grantee's grant under the program and, in the case of the 2009-2010 program year, no later than the deadline set by the State Board of Education for applications to participate in the program in fiscal year 2011. Sets forth certain issues that the memorandum must address. Suspends the memorandum of understanding requirement if the local Head Start agency is unable or unwilling to enter into the memorandum. Effective immediately.

MORTGAGE LOAN ORIGINATORS

Amends the Residential Mortgage License Act of 1987. States the purpose of the State's participation in the Nationwide Mortgage Licensing System and Registry. Contains provisions concerning (1) the application process, (2) the application form, and (3) averments of a licensee. Contains provisions concerning license issuance and renewal, including fees. Specifies the office and staff requirements for licensees. Provides that the Commissioner of Banks and Real Estate may enter into agreements in connection with the Nationwide Mortgage Licensing System and Registry. Prohibits the Commissioner from specified activities. Contains provisions concerning the suspension and revocation of licenses. Provides that the Director of the Division of Banking of the Department of Financial and Professional Regulation shall have additional investigation and examination authority. Contains provisions concerning the confidentiality of information associated with the Registry. Contains provisions concerning a mortgage loan originator license, its application, and issuance procedures. Contains provisions concerning pre-licensing education and testing of mortgage loan originators. Contains provisions concerning (1) license renewal standards and (2) continuing education of mortgage loan originators. Contains provisions concerning the duties, processes, discipline, bond requirements, and prohibited acts with respect to the Registry and mortgage loan originators. Makes other changes. Contains a severability clause. Effective immediately.

EDUC LABOR REL-CHARTER SCHOOLS

Amends the Charter Schools Law of the School Code and the Illinois Educational Labor Relations Act. Provides that a charter school shall comply with all provisions of the Illinois Educational Labor Relations Act; which is declaratory of existing law. Provides that "educational employer" under the Illinois Educational Labor Relations Act includes the governing body of a charter school; which is declaratory of existing law.

SCH CD-DROPOUTS-IHOPE PROGRAM

Amends the School Code. Establishes the Illinois Hope and Opportunity Pathways through Education (IHOPE) Program to develop a comprehensive system in this State to re-enroll significant numbers of high school dropouts in programs that will enable them to earn their high school diploma. Requires the State Board of Education to implement and administer the IHOPE Program. Provides that the IHOPE Program shall award grants to educational service regions and the Chicago school district from appropriated funds to assist in establishing instructional programs and other services designed to re-enroll high school dropouts. Provides that the IHOPE Program shall provide incentive grant funds for regional offices of education and the Chicago school district to develop partnerships with school districts, public community colleges, and community groups to build comprehensive plans to re-enroll high school dropouts in their regions or districts. Sets forth requirements for programs funded through the IHOPE Program. Provides for an IHOPE Plan, sub-grants, how funding is distributed, State aid, categories of programming, the evaluation of programs, and rules. Effective July 1, 2009.
