Amends the Illinois Finance Authority Act. Provides that the Act applies to certain projects located outside of the State, if the project involves property or facilities that are owned, operated, leased, or managed by an entity located within the State. Sets forth criteria for approving out-of-State projects. Provides that the Authority shall not provide financing for any project, or portion of a project, located outside of the United States. Provides that the Authority shall not provide financing that constitutes an indebtedness of the State for any project, or portion of a project, located outside of the State. Provides that the Illinois Finance Authority may approve an application to finance or refinance a project located outside of the State only if the Authority has the ability to issue at least another $1,000,000,000 of bonds after giving effect to the financing or refinancing or the out-of-state project. Proposes that the Authority shall not provide financing that uses State volume cap under Section 146 of the Internal Revenue Code of 1986 for a project located outside of the State. Effective immediately.

Amends the Grow Your Own Teacher Education Act. Makes changes concerning the purposes and goals of the Grow Your Own Teacher Education Initiative, the definitions of certain terms, including adding a definition of "cohort", the composition of a consortium, candidate qualifications, a cohort's education (instead of training), collective consortium decision-making, supportive services, the program of forgivable loans, the award of grants under the Initiative, the inclusion of certain costs in program budgets, and funds to cover the salary of a site-based cohort coordinator.

Amends the Illinois Wage Payment and Collection Act. Adds language providing that an employer who has been demanded by the Director of Labor or ordered by the court to pay wages due an employee is also liable to the Department for 20% of the unpaid wages, and that an employer who fails to pay penalties or wages that have been so ordered within 15 calendar days after the demand or order is entered is also liable to pay a penalty of 1% per calendar day to the employee for each day of delay in paying such wages to the employee up to an amount equal to twice the sum of unpaid wages due the employee. Deletes language providing that an employer who has been demanded by the Director or ordered by the court to pay wages due an employee and who fails to do so within 15 days after the demand or order is entered is liable to pay a penalty of 1% per calendar day to the employee for each day of delay in paying the wages to the employee up to an amount equal to twice the sum of unpaid wages due the employee and is also liable to the Department for 20% of the unpaid wages. Amends the Illinois Insurance Code. Increases the number of hours a person must complete for an insurance producer license. Provides that before each license renewal, an insurance producer must satisfactorily complete at least 24 hours (instead of 30 hours) of course study and that at lease 3 hours must consist of classroom ethics instruction. Specifies that the pre-licensing course of study must be before the insurance exam. Provides that 7.5 hours of each pre-licensing course must be completed in a classroom setting, except Motor Vehicle, which would require 5 hours in a classroom setting. Imposes conditions on any rulemaking authority.
Amends the Illinois Public Aid Code. Provides that a disease management pilot project undertaken by the Department of Healthcare and Family Services shall include a study of patient outcomes for patients at risk of low birth weight or premature birth. Provides that low birth weight and premature birth include all medical and other conditions that lead to poor birth outcomes or problematic pregnancies. Effective immediately.
