Recommends that the Cook County Board restore the repeal date of the county ordinance that created the Cook County Health and Hospitals System Board of Directors and secure funding for the continued operation of Oak Forest Hospital.

Amends the Vocational Education Act. Makes a technical change in a Section concerning accepting federal law.
Amends the Illinois Vehicle Code. Provides that every operator and passenger on a motorcycle, motor driven cycle, or motorized pedalcycle who is age 26 or younger must wear a helmet that meets federal safety standards.
Amends the Department of Public Health Act. In a provision concerning Department powers, provides that the Department may levy a fine on any institution or entity that it licenses or regulates for failing to comply with a lawful order made by the Department or for otherwise violating an Act that the Department has the responsibility of administering. Makes other changes. Effective immediately.
Amends the Environmental Protection Act. Requires the Illinois Environmental Protection Agency, by January 1, 2013, and from time to time thereafter, to file with the Governor and the General Assembly and publish on its website a list of chemical substances (i) that are produced or distributed in the State in quantities that the Director deems to have a potentially significant impact on the health and safety of persons in, or the environment of, the State and (ii) that have not been required to be tested by rule of the United States Environmental Protection Agency under a specified provision of the Toxic Substances Control Act. Requires the Agency, within one year after the filing and publishing of the list of chemical substances, to develop testing protocols to assess the safety of listed chemical substances. Requires the Agency, if necessary, to make an application to the United States Environmental Protection Agency to implement the testing protocols. Requires the Agency to implement the testing protocols as soon as possible, subject to any necessary approval by the United States Environmental Protection Agency. Authorizes the Agency to collect certain information. Defines "chemical substance", "Director", and "environment".
Creates the Department of Minority and Women Inclusion Act. Creates the Department of Minority and Women Inclusion as a department of State government. Provides that the Department shall be responsible for all matters of the State Executive Branch agencies relating to diversity in management, employment, and business activities. Provides that the Governor shall appoint a Director as the head of the Department and that the Director shall develop standards for the following: (1) equal employment opportunity and the racial, ethnic, and gender diversity of the workforce and senior management of each State Executive Branch agency; (2) increased participation of minority-owned and women-owned businesses in the programs and contracts of each State Executive Branch agency; and (3) assessing the diversity policies and practices of entities regulated by each State Executive Branch agency. Amends the Civil Administrative Code of Illinois to make conforming changes. Amends the Business Enterprise for Minorities, Females, and Persons with Disabilities Act to provide that the Department of Minority and Women Inclusion shall monitor the activities of the Business Enterprise Council for Minorities, Females, and Persons with Disabilities. Effective immediately.
Amends the School Code. Provides that the Chicago Board of Education shall require that schools provide daily recess for all students in kindergarten through grade 8. Provides that recess must be at least 10 minutes in length. Provides that if the principal determines that the weather is inclement, the principal shall direct that a recess be held indoors. Requires the principal to ensure that students are given the opportunity to engage in physical exercise during each recess. Provides that the time required for recesses is included in the minimum number of hours necessary to constitute a full day of attendance under the State aid formula provisions.
Appropriates $1,000,000 from the General Revenue Fund to the State Board of Education for autism programs. Effective July 1, 2011.
Amends the Child Death Review Team Act. Provides that a deceased child that is the subject of a child death review by the Department of Children and Family Services must be part of a family with (rather than the subject of) an open service case maintained by the Department; part of a family with (rather than the subject of) a pending child abuse or neglect investigation; part of a family with a family member who was the subject of an abuse or neglect investigation at any time during the 12 months preceding the child's death; or a subject who dies in a day care center, day care facility, or day care home licensed or unlicensed by the Department. Defines "family member" to mean a parent, grandparent, child, sibling, aunt, uncle, great-aunt, or great-uncle, whether by whole blood, half-blood, or adoption and includes step-children, step-parents, step-grandparents, paramour, or any party responsible for the immediate care of the child. Effective immediately.
Amends the Chicago School District Article of the School Code. Provides that under the Chicago Board of Education's policies and rules concerning infectious disease, the Board shall require that all students wash their hands with a soap or detergent before consuming any meal at school and shall identify nationally accepted standards from the Centers for Disease Control and Prevention and provide the facilities, materials, and supervision necessary to implement the handwashing requirement. Amends the State Mandates Act to require implementation without reimbursement.
